| The
administrative structure provides the cohesion and standardization
to patient care provided by Johnson County Ambulance Service
(JCAS). JCAS is overseen by the Johnson County Board of Supervisors.
The Supervisors are elected officials responsible for the direction
of Johnson County. JCAS is one of 25 departments operated by
the Johnson County government.
The management team of JCAS includes a Director, Assistant
Director and four Field Supervisors. The service operates under
the medical license of a Medical Director who serves in an
advisory capacity and approves all medical protocols.

Charged
with leading the ambulance service in all aspects of emergency
medical service is the Director. The current Director of JCAS
is Steve Spenler. Steve has been with JCAS since May 1993 and
was appointed Director in February, 2002. The position is appointed
directly by the Johnson County Board of Supervisors, and the
Director consults with the board frequently on budgetary and
other issues concerning EMS. The Director is responsible for
the oversight of the ambulance service, dealing with both fiscal
and medical operations. Mr. Spenler has been certified as a
Paramedic since 1988, and previously worked with MEDIC Ambulance
service based in Davenport.
The Assistant Director at JCAS is Dave Dvorsky. Dave has been a Paramedic with
JCAS since 1988. He was a Field Supervisor from 1997 until 2002 when he was
promoted to Assistant Director. Dave oversees the day to day operations of
JCAS. He is responsible for continues quality improvement program, staffing,
and supervision of the Field Supervisors. Mr. Dvorsky has been a certified
Paramedic since 1986, and previously worked with the Air and Mobile Critical
Care Department of the University of Iowa Hospitals and Clinics

Field
Supervisors are the direct managerial support of the staff.
Their duties are broad, and evolve with the changes of the
service. The primary responsibility of a Field Supervisor is
directing the staff Paramedics in the emergency operation of
JCAS. One Field Supervisor is assigned to each of four shifts
of paramedics and every three months they rotate to the next
shift. Field Supervisors work on the ambulances as all staff
Paramedics do, but supervise each shift of paramedics to assure
all duties are completed. Scheduling, maintenance and repair
of equipment are typical duties, but most importantly, they
are an avenue to evaluate and improve the performance of every
Paramedic at the JCAS. Currently JCAS employs four Field Supervisors:

- Mark Wyatt , Field Supervisor 2002
Paramedics
are the front line of EMS in Johnson County by staffing the
ambulances 24 hours a day, seven days a week. Four shifts
of five staff Paramedics serve in full-time positions at
JCAS staffing three ambulances. Fifteen part-time paramedics
are employed for vacation and sick relief, along with special
events and transfer duties. Thirteen EMT-Basic’s round
out the staff,
employed to cover special events and transfers.
