What We Do

The Johnson County Auditor serves as Commissioner of Elections, Commissioner of Voter Registration, and as the official clerk to the Board of Supervisors.  The Auditor's Office plays a major role in conducting and orchestrating county finances and accounting.  The Johnson County Auditor is Tom Slockett.

We are located on the first floor of the Johnson County Administration Building at 913 S. Dubuque Street in Iowa City.  Our office hours are from 8:00 a.m. to 6:00 p.m. Monday through Friday.

Voter Registration and Elections

As the Commissioner of Elections, the Auditor maintains voter registration files and conducts all federal, state, and local elections in the county.  Johnson County has the highest turnout early voting program in the state, which has increased voter turnout by making it more convenient to vote. You can register to vote or change your registration at the Auditor’s Office or by mail. The office distributes voter registration forms to over 70 public locations around the county, including banks, post offices, libraries, and various University locations. Voter registration forms are also available here on our web site and in telephone books.

Accounting

The Auditor issues all payments under the county budget, produces monthly expenditure, revenue, and payroll reports, keeps detailed ledgers for each of the various county funds, issues accounts payable and payroll, and performs other accounting functions for Johnson County.

The Auditor maintains records of current property ownership of 60,032 parcels of land (as of 1/1/2011) within Johnson County for taxation purposes. The current county 100% assessed valuation is $10,400,754,963 (Jan. 1, 2010 assessment). These records are available to the public and include plat maps showing current ownership, aerial photos showing ground cover and other physical attributes, and road maps.

The Auditor is currently using geographic information systems (GIS) software to create land record maps, which provide data on all parcels of taxable property in the County. This new technology provides the means for integrating and sharing data with other Johnson County departments, resulting in reduced duplication of effort and increased ability to serve the public in person and on the Internet. This effort is being made in cooperation with other County departments.

Property Taxes

 Each year the Auditor compiles property tax levies and calculates property taxes for all cities, school districts, the county, community colleges, and other jurisdictions within Johnson County and the amount owed by each taxpayer. Property taxes are collected by the Treasurer's Office.

Budgets

The Board of Supervisors annually certifies the County budget to the Auditor. After Board action, a detailed analysis is prepared for the public and published on our web site. Monthly budget reports are produced for each department. Cities, school districts, and townships certify budgets to the Auditor annually to be reviewed for accuracy, legal compliance, submission to the State for certification of levies, and for filing.

Licenses

The Auditor issues liquor licenses and cigarette permits to Johnson County businesses outside of incorporated areas.

Minutes and Publications

As the clerk to the Board of Supervisors, the Auditor records the minutes of the Board of Supervisors’ meetings, publishes formal Board minutes, and also publishes official notices for the County. Minutes are also published on this web site.  The Johnson County Auditor's Office is proud to have the longest-running county web page in Iowa.  We launched a Gopher text-based site in 1993, and converted to the present graphic interface in 1997.
