IV. Space Needs

This section outlines the requirements for meeting the space needs of the Sheriff's Department and Jail.

The program is divided into three major areas — (1) the Sheriff's Department, (2) the Jail, and (3) the common areas shared by both. Each of these areas is then broken down into its functional components.

The program provides a "ballpark" estimate of the space requirements for a new Sheriff's Department and a Jail with approximately 236 cells. It is estimated that such a facility would involve a building with approximately 101,999 gross square feet.

The term "net square footage" (NSF) refers to the space requirements for an area or room based on the amount of interior floor space required for its use or operation. It does not include space needed to accommodate circulation, hallways, stairwells, walls, pipe chases, etc.

In order to determine the overall square footage requirements for the building (i.e., "gross square footage" or GSF), the net square footage of an area must be increased by an architecturally determined "grossing factor" (or "efficiency factor") to accommodate the additional space needed for circulation, hallways, stairwells, walls, pipe chases, etc.

Efficiency factors can vary from one area to another. For example, in order to estimate the gross square footage of an exercise area, the net square footage may be increased by a relatively small efficiency factor because it is a large open area, with few internal walls, corridors, or pipe chases. Other areas, such as inmate housing, may require a fairly high efficiency factor because of the extensive amount of internal walls, circulation space, hallways, stairs, pipe chases, mezzanine level balconies, etc., needed in order to make the area functional.

The program presented here should be considered as a preliminary estimate. Programming a new jail facility is an extensive effort, and requires numerous discussions and decisions regarding how each functional component should be designed and operated. While a significant amount of refinement may occur, it is believed that the program outlined on the following page generally identifies the size and scope of a facility that would meet the County's current and projected needs.
