MINUTES OF THE INFORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

FEBRUARY 12, 2004

Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 5:36 p.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Carol Thompson.

PUBLIC HEALTH DIRECTOR RALPH WILMOTH AND ASSISTANT DIRECTOR/DISEASE PREVENTION MANAGER KOT FLORA: INCREASING THE JOHNSON COUNTY BOARD OF HEALTH REGULATION GOVERNING ONSITE WASTEWATER TREATMENT AND DISPOSAL SYSTEMS FEES FROM $100.00 TO $300.00 PER NEW CONSTRUCTION PERMIT AS RECOMMENDED BY THE JOHNSON COUNTY BOARD OF HEALTH ON JANUARY 28, 2004; AND CHANGING THE JOHNSON COUNTY BOARD OF HEALTH REGULATION GOVERNING ONSITE WASTEWATER TREATMENT AND DISPOSAL SYSTEMS FEES FROM $50.00 PER PERMIT TO $35.00 PER HOUR FOR ALTERATION PERMITS AS RECOMMENDED BY THE JOHNSON COUNTY BOARD OF HEALTH ON JANUARY 28, 2004

Public Health Department Director Ralph Wilmoth said that the Board of Supervisors met with the Board of Health in January 2003 and recommended that the Health Department review all fees to determine if the fees were adequate to cover the cost of service. Wilmoth said that they have reviewed all of their fees and have increased the private well water permit fee. He said that there are a number of permit fees that they are not recommending an increase in at this time because they haven’t issued enough over time to make a rational decision about the cost. Wilmoth said that they have presented increasing onsite wastewater treatment and disposal systems fees from $100.00 to $300.00 per new construction permit and increasing onsite wastewater treatment and disposal systems fees from $50 per permit to $35 per hour for alteration permits. Wilmoth said that the Board of Health recommended the increases on January 28, 2004.

Stutsman asked when the last fee increase was. Assistant Director/Disease Prevention Manager Kot Flora said that the last increase was in 1997. Wilmoth said that when the fees were last increased there wasn’t a study of the cost. Thompson asked what costs were considered when the fees were calculated. Flora listed wages, benefits, indirect costs, and vehicle usage. Stutsman asked if there is interest from the Board to phase in the increase. Wilmoth said that he understands the notion of incremental increases but he would like to in the future look at the costs of the permits every year or every other year and set the fees at cost. Stutsman said that the Board of Health and Public Health Department did exactly what the Board of Supervisors asked. She recommended that the fee increases be put in place immediately. The Board agreed to put the items on an upcoming formal agenda for approval.

DISCUSSION: SCHEDULING MEETINGS THE WEEK OF MARCH 14TH DUE TO THE IOWA STATE ASSOCIATION OF COUNTIES SPRING SCHOOL OF INSTRUCTION AND SPRING BREAK

The Board decided to cancel the meetings of the week of March 14, 2004 due to Spring break and the Iowa State Association of Counties Spring School of Instruction.

Minutes were received from the Hawkeye Area Community Action Program Board of Directors for November 12, 2003 and January 14, 2004.

REPORTS AND INQUIRIES FROM THE BOARD OF SUPERVISORS

Thompson attended the Board of Supervisors budget work session and a liaison meeting with Secondary Roads.

Lehman attended the Chamber of Commerce Business P.M., the HACAP Board of Directors Meeting, and a Bio-Iowa meeting.

Stutsman attended the following meetings and events: Bio-Iowa, Rotary, MH/DD Finance Committee, Targeted Case Management Advisory Board, Chamber of Commerce Board of Directors, liaison meeting with Ambulance Director Steve Spenler, Business Expo, and Old Capitol Kiwanis.

Neuzil gave a presentation to Clear Creek Amana Middle School 7th graders. He attended the Coralville Chamber of Commerce Board of Directors meeting, a liaison meeting with Veteran Affairs Director Leo Baier, and the Business Expo.

Harney attended the following meetings and events: Rotary Luncheon, liaison meeting with Secondary Roads, GIS Advisory Committee, Business Expo, and ECICOG Policy Board.
