MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
APRIL 29, 2004
Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:02 a.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Carol Thompson.
Unless otherwise noted, all actions were taken unanimously.
Motion by Stutsman, second by Thompson, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.
Motion by Lehman, second by Stutsman, to approve the minutes of the formal meeting of April 22, 2004.
Motion by Harney, second by Thompson, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Harney, to accept the Recorder’s Report of Fees Collected for the month of March, 2004, in the amount of $188,647.44, as submitted by County Recorder Kim Painter.
PROCLAMATION 04-29-04-01
FOSTER PARENT APPRECIATION MONTH
MAY, 2004
Whereas, Children are our most valuable resource;
Whereas, Caring for and nurturing Children are the most valuable of all services;
Whereas, Foster Families open their homes and hearts to Children in need of an immediate, safe, and loving family;
Whereas, Love and care provided by Foster Families give Children the opportunity to grow and develop in a nurturing environment;
Whereas, Children give families an opportunity to learn and grow and appreciate small accomplishments that become life long attributes;
Whereas, It is the duty of all citizens to honor Foster Families who have donated their time, energy and strength to making our communities and our entire nation a safer and more productive place to live.
Now, Therefore, I, Terrence Neuzil, Chairperson of the Board of Supervisors do hereby proclaim the month of May as
Foster Parent Appreciation Month
in Johnson County, Iowa, and urge my fellow citizens to observe this month by recognizing the families who have made a difference in our community.
Motion by Thompson, second by Stutsman, to approve Proclamation 04-29-04-01.
RESOLUTION 04-29-04-Z1
Be It Resolved by the Johnson County Board of Supervisors in session held on April 29 2004, as follows:
That a public hearing be set for the following application requesting approval of a Conditional Use Permit for a Home Business:
1. Application CU04002 of Harold D. Stutzman, Kalona, IA., requesting a Conditional Use Permit to operate an electric motor repair business as a "Home Business" on property described as being in the SW 1/4 of Section 17, Township 78 North, Range 7 West of the 5th P.M. in Johnson County, Iowa. (This parcel is located at 2440 520th Street SW, on the north side of 520th Street SW, approximately 750 feet east of its intersection with Hazelwood Avenue SW, in Sharon Twp.).
Now, Therefore, Be It Resolved
1. That a public hearing be held on the 20th day of May, 2004 at 9:00 a.m. in the Board Room, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, on the above applications.
2. That the Johnson County Auditor be authorized to publish the official notice of the above public hearing.
Motion by Stutsman, second by Lehman, to approve Resolution 04-29-04-Z1.
Motion by Harney, second by Thompson, to approve and authorize the Chairperson to sign the benefits renewal binder agreement with Wellmark Blue Cross and Blue Shield of Iowa effective July 1, 2004 to June 30, 2005.
Motion by Stutsman, second by Thompson, to approve the establishment of self-funded rates for Johnson County Employee Group Health and Dental Care Plans.
Motion by Stutsman, second by Lehman, to approve setting a public hearing on May 20, 2004 at 9:00 a.m. for the FY 2004 budget amendment and authorizing Budget Coordinator to publish the budget hearing notice.
Motion by Harney, second by Lehman, to approve and authorize the Auditor to publish a Notice to Bidders setting a bid letting date of May 25, 2004 at 10:00 a.m. for bituminous resurfacing (oil contract) of various Johnson County Secondary Roads located throughout the County.
Motion by Thompson, second by Stutsman, to approve and authorize the Chairperson to sign the Iowa Department of Transportation Agreement for Traffic Safety Improvement Funding for project number FM-TSF-C052(73)--58-52 (Grade, Drain, and Pave Sand Road SE south of Iowa City).
Motion by Lehman, second by Stutsman, to approve and authorize the Chairperson to sign an Application for Fireworks Permit for Thomas A. Dewey, 5054 Rapid Creek Road NE, for display at 3015 Wapsi Avenue NE, Iowa City, on July 4, 2004 with a rain date of July 10, 2004.
