MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

MAY 6, 2004

      Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, and Carol Thompson; absent: Sally Stutsman. 

      Unless otherwise noted, all actions were taken by the following vote: Roll call: aye: Harney, Neuzil, Lehman, Thompson; absent: Stutsman. 

      Motion by Lehman, second by Thompson, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

      Motion by Thompson, second by Harney, to approve the minutes of the formal meeting of April 29, 2004.

      Motion by Harney, second by Lehman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

      Motion by Lehman, second by Harney, to approve and authorize the Chairperson to sign the following: a Renewal Application for Class C Beer Permit and Application for Sunday Sales Privilege for Jolly Roger Campground, North Liberty, as submitted by Angela Harper; and a Class BW Beer Permit, and Application for Sunday Sales Privilege for KC Building Association, Iowa City, as submitted by Mark Johnson.

PROCLAMATION 05-06-04-01

EMERGENCY MEDICAL SERVICES WEEK

MAY 16-22, 2004

      Whereas, emergency medical services is a vital public service; and

      Whereas, the members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a week; and

      Whereas, access to quality care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and

      Whereas, emergency medical services teams consist of emergency physicians, emergency nurses, emergency medical technicians, paramedics, firefighters, educators, administrators, and others, and approximately two-thirds of all emergency medical services providers are volunteers; and

      Whereas, the members of emergency medical services teams, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and 

      Whereas, citizens of Johnson County benefit daily from the knowledge and skills of these highly trained individuals; and

      Whereas, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week; and

      Now, Therefore, Be It Resolved, I, Terrence Neuzil, Chairperson of the Johnson County Board of Supervisors, in recognition of this event do hereby proclaim the week of May 16-22, 2004 as

EMERGENCY MEDICAL SERVICES WEEK

And commend each and every person who has participated in providing Emergency Medical Care to citizens of Johnson County.  We encourage the community to similarly recognize the benefits of Emergency Medical Services and to extend their expression of appreciation to those individuals who make the EMS system work. 

      Motion by Thompson, second by Harney, to approve Proclamation 05-06-04-01. 

      Motion by Lehman, second by Thompson, to approve and authorize the Chairperson to sign the following contracts for right-of-way acquisition for a shoulder widening and pavement rehabilitation project on Wapsi Avenue, Johnson County Project STP-S-C052(54)--5E-52: Kimberlee K. Chamberlain for $4,950; and Daryl R. Lutz and Clara L. Lutz for $2,813.

      Motion by Thompson, second by Harney, to reject all bids for Johnson County Project LFM-S-2-2--7X-52 (RCB Culvert on Sand Road SE).

      Motion by Lehman, second by Thompson, to declare 29 computer assorted manuals for Microsoft Office 97 and Outlook 98 programs submitted by Information Services as surplus property and broken equipment and no longer of County use and authorize for disposal.

      Motion by Harney, second by Lehman, to appoint Sally Stutsman, Carol Thompson, Elaine Sweet, Mike Sullivan, Gene Spaziani, Lowell Luhman, Mary Donovan, and a representative from the County Attorney’s Office as needed, to the Service Enriched Housing Proposal Committee.

      Adjourned to informal meeting at 9:20 a.m.
