MINUTES OF THE INFORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
JANUARY 13, 2005
TABLE OF CONTENTS
Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 6:04 p.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.
Workplace Learning Connection Director Mary Lou Erlacher said that their offices are now housed in the Kirkwood learning center. The new facility allows for the staff to be on the Kirkwood network and there is more space. Erlacher said that the main coordinator for the program is Susan Ahrens. The program’s main function is to connect kids to careers and provide a service to businesses by centralizing all of the requests for job shadowing and career fairs from all of the schools in the area. She explained that there are varieties of services from guest speakers to job fairs. Erlacher said that Johnson County Schools have pledged $23,000 and that they run their own programs for elementary. She explained that they ask Johnson County employers to match what the schools put in as a line item for future work force development. She said that it is working to help develop a work force, and although they are a 501.c.3 they ask the employers to consider it as a line item for future work force development and that they have contributed about $20,000. Erlacher said that last year the Board of Supervisors approved $0.04 per capita and based on population it was $4,400. They now have four of seven Counties pledging at that level and it looks like Jones County will join this year with Iowa and Washington Counties joining next year.
Erlacher said that she has looked at the return values from the job shadows and the internships. There is a difference when the kids get involved with the businesses. It increases the awareness of local career opportunities and positively influences kids to think about living and working in Iowa. Erlacher added that many kids restructured their class choices after becoming involved in the programs to include more math and science courses. She also said that the kids said that they were now more aware of the connection between what they are learning in high school and how they can use those skills in the real world. Erlacher said that they are trying to work on the new “Three R’s,” rigor, relevance, and relationships to teach kids the importance of their school careers and the connections that they can make. The Board thanked Erlacher for her presentation.

DISCUSSION: AGENDA ITEMS FOR JOINT CITIES MEETING ON JANUARY 26, 2005
Stutsman said that the Joint Cities meeting will be held on January 26, 2005. At the previous Joint Cities meeting there was discussion about having a meeting with more substance, rather than just updates of jurisdictional happenings. One of the issues proposed was coordinated regional planning. Assistant Planning and Zoning Administrator R.J. Moore presented a proposal for coordinated regional planning. Moore said that there could be coordinated land use planning and service provision. The Board agreed to put this item on the Joint Cities meeting agenda. Neuzil suggested they also discuss regional transportation issues, and how the impacts of development put a strain on infrastructure. Executive Assistant Mike Sullivan explained that there are already seven items on the agenda, which will be distributed in the coming week.
REPORTS AND INQUIRIES FROM THE BOARD OF SUPERVISORS
Harney attended the ICAD Gallery Walk, a liaison meeting with Mental Health/Developmental Disabilities Director Elaine Sweet, an Emergency Management Committee meeting, the ECICOG Transportation Technical Advisory Committee meeting, and a liaison meeting with Ambulance Director Steve Spenler.
R. Sullivan met with elected officials and thanked people for helping him learn the Supervisor job.
Lehman attended a Task Force on Aging meeting.
Neuzil had a Listening Post at the Hills Bar and Grill. Neuzil wished good luck to the Iowa Legislators as they begin their new session.
Stutsman attended the Communications Committee meeting, a meeting with JCCOG Executive Director Jeff Davidson regarding the upcoming trip to Washington D.C., and a Decategorization Executive Committee meeting. Stutsman reported that January 19, 2005 at 6:00 p.m. at South Slope in North Liberty there will be a public presentation of the H. R. Green study on North Corridor Transportation.
Motion by Neuzil, second by Harney, to enter Executive Session at 7:10 p.m. to discuss collective bargaining strategy for the Secondary Roads and Administrative Units under section 20.17(3), Code of Iowa: “negotiating sessions, strategy meetings of public employees… shall be exempt from the provisions of chapter 21 (Official Meetings Open to the Public).” Roll call: aye: Harney, Sullivan, Stutsman, Lehman, Neuzil.
Recessed at 7:10 p.m.; reconvened at 7:28 p.m.
Motion by Harney, second by Stutsman, to leave Executive Session at 7:46 p.m. Roll call: aye: Harney, Sullivan, Stutsman, Lehman, Neuzil.
