MINUTES OF THE INFORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

JANUARY 20, 2005

Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:18 a.m.  Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

COUNTY ENGINEER GREG PARKER AND ASSISTANT COUNTY ENGINEER AL MILLER: 28E PROJECT AGREEMENT BETWEEN JOHNSON COUNTY, IOWA AND THE CITY OF IOWA CITY, IOWA, FOR SAND ROAD GRADING AND PAVING, PROJECT NUMBER STP-S-C052(67)--5E-52

County Engineer Greg Parker said that the 28E agreement with the City of Iowa City for the Sand Road grading and paving project is at a draft stage with the final recommendations in from Secondary Roads and the County Attorney’s Office.  The agreement is now in the Iowa City Attorney’s Office and there are not any changes anticipated, but some could still come up.  Parker said the hope is to have the final agreement ready by next week.  Parker explained that the 28E agreement spells out the responsibilities of Iowa City for their division of the Sand Road project.  Assistant County Engineer Al Miller said that Iowa City’s division is division three of the plan.  This division incorporates 100% participation by Iowa City in the portion within City limits as well as storm sewer and drainage bid items and any over width pavements that are within the portion between the City limits and Sycamore Street.  Miller said that the plans were bid that way to identify the appropriate quantities that Iowa City would be responsible for.  Miller explained that the two other divisions are the County’s responsibility.  One division of the project is for the safety funding received for the project and one division for the remainder.  Miller said the 28E agreement identifies division three as Iowa City’s responsibility as well as some other details in the plans.  Stutsman asked if bids have been let on the project.  Parker said bids were opened yesterday at the Ames DOT office and the low responsible bidder was Cedar Valley Corporation with a bid of $4,307,230.01.  The engineer’s estimate was a little over $4,000,000 so the bid is about 6-7% above the engineer’s estimate.  Parker said that they have not yet received a copy of the actual bid items so they are not sure where the bid costs vary.  Parker guessed that the extra cost is from the need to maintain the viability of surrounding businesses for the duration of the project.  Stutsman asked if the project is on track to begin this spring.  Miller said that there is a late start date of April 1, 2005.  Harney asked if the bids were close.  Parker said there were five bidders with the lowest being Cedar Valley at $4.3 million and the highest being Metro Pavers at $4.5 million.  Parker pointed out that for such a high bid the prices were close together.  The Board agreed to put the bid on a future formal agenda for approval.

REPORTS AND INQUIRIES FROM THE BOARD OF SUPERVISORS

R. Sullivan attended the Iowa State Association of Counties school for new elected officials.  Sullivan suggested in the taping meetings similar to last night’s North Corridor Roads Study Meeting in the future.  R. Sullivan listed the following upcoming events: Iowa City Federation of Labor Chili Supper on January 20, 2005 at 6:00 p.m. at the SEIU Union Hall; and Free Medical Clinic Benefit at the Mill on January 23, 2005 from 5-10 p.m.

Harney attended the Iowa City Area Development Board of Directors meeting and the North Liberty Chamber of Commerce meeting.  Harney met with Howard R. Green Company representatives to review the North Corridor Roads Study.  Harney said that the Ag Winner Breakfast Series begins Friday 28 at 7:00 a.m. at Montgomery Hall.

Neuzil attended the Juvenile Justice Youth Development Policy Board meeting.  Neuzil will be having a Listening Post January 28, 2005 at the Iowa City Johnson County Senior Center from 11:30 a.m. to 12:30 p.m.

Stutsman attended the JCCOG Board meeting.
