MINUTES OF THE INFORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
FEBRUARY 9, 2005
TABLE OF CONTENTS
Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.
Motion by Harney, second by Neuzil, to enter into Executive Session at 9:00 a.m. for an annual evaluation of Mental Health/Developmental Disabilities Director under section 21.5(1.i), Code of Iowa, “to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session.” Roll call: aye: Harney, Sullivan, Stutsman, Lehman, Neuzil.
Motion by Sullivan, second by Lehman, to leave Executive Session at 9:59 a.m. Roll call: aye: Harney, Sullivan, Stutsman, Lehman, Neuzil.
Recessed at 9:59 a.m.; reconvened at 10:05 a.m. in the County Recorder’s Office.
SITE VISIT WITH COUNTY RECORDER KIM PAINTER
County Recorder Kim Painter explained that the Recorder’s Office registers boats, snowmobiles, and ATV’s, records mortgage deeds, releases of mortgages, and plats, and does birth, death, and marriage certificates. Painter said that the company that prepares the registrations for the boats, snowmobiles, and ATV’s went through a software conversion process last year that caused some problems. A small percentage of the registrations had the wrong fees listed. Painter explained that the company is taking care of the fees that were wrong.
Painter said that the Recorder’s Association has been working on developing a statewide website. Currently six counties are in a pilot program for the website. The website will have more features, allow electronic recording of documents, and funds will be transferred electronically to the County and State. Painter said that overtime they will see a significant savings in workflow.
The Board toured the Recorder’s Office. Painter showed the Board how to access property records, view the images, and print the documents at the public workstation. Painter said that she is currently working on a new strategic plan for the Recorder’s Office and will forward her goals to the Board of Supervisors. Painter explained that her operation budget is almost half of what it was in 1995. The Board thanked Painter for the site visit.
