MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

MARCH 24, 2005

Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

Unless otherwise noted, all actions were taken unanimously.

Motion by Neuzil, second by Sullivan, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Sullivan, second by Lehman, to approve the minutes of the formal meetings of March 10, 2005 and March 14, 2005.

Motion by Harney, second by Lehman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

      Motion by Sullivan, second by Lehman, to place on file the Clerk’s Report of Fees Collected for the month of February, 2005, in the amount of $10,619.88, as submitted by Clerk of District Court Lodema Berkley.

Application SP05001 of Craig Stark requesting Site Plan approval for Lot 1 of Stark’s Acres, located on the west side of Ely Road NE, approximately 600 feet north of its intersection with Highway 382 NE.

RESOLUTION 03-24-05-Z1

RESOLUTION APPROVING THE SITE PLAN OF CRAIG STARK FOR LOT 1 OF STARK’S ACRES

Whereas, the owner has filed application SP05001 for approval of a Site Plan for a parcel of land described as being in Section 15 and 16, Township 81 North, Range 6 West, of the 5th P.M. in Johnson County, Iowa, and

Whereas, the County Zoning Commission having studied said application recommends approval.

Now, Therefore, be It Resolved by the Board of Supervisors of Johnson County, Iowa:

That said site plan be approved

Motion by Harney, second by Sullivan, to approve Resolution 03-24-05-Z1.

RESOLUTION 03-24-05-Z2

 

Whereas, the Johnson County Planning and Zoning Commission, following a public hearing, on March 14, 2005, filed its report and recommendations for certain actions;

Now, Therefore, Be It Resolved as follows:

1.  A public hearing in accordance with Section 335.6 of the Iowa Code is set for the 14th day of April, 2005 at 5:30 p.m. in the Board Room, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, on the following: S04047 (Miller), Z05001 (Beachy), S05004 (Sladek).

2.  That the Johnson County Auditor be authorized to publish the official notice of above public hearing.

Motion by Lehman, second by Sullivan, to approve Resolution 03-24-05-Z2.

RESOLUTION 03-24-05-01

Whereas, emergencies and disasters transcend jurisdictional boundaries, making intergovernmental coordination essential in successful emergency response efforts; and

Whereas, there will inevitably be emergencies which require immediate access to outside resources due to the fact that few individual governments have all of the resources they may need in every type of emergency; and

Whereas, Senate File 2124, approved by the Second Session of the 79th General Assembly in 2002, creates Iowa Code section 29C.22, the Statewide Mutual Aid Compact; and

Whereas, the Statewide Mutual Aid Compact allows participating counties, cities and other political subdivisions to provide in advance for mutual assistance in managing any emergency or disaster;

Therefore, Be It Resolved by the Johnson County Board of Supervisors that in order to maximize the prompt, full and effective use of resources of all participating governments in the event of an emergency or disaster, the County hereby adopts the Statewide Mutual Aid Compact which is attached hereto and incorporated by reference.

Motion by Harney, second by Sullivan, to approve Resolution 03-24-05-01.

Motion by Neuzil, second by Lehman, to approve declaring the copy machine at the Ambulance Department as surplus property for auction.

Motion by Neuzil, second by Sullivan, to appoint Jay Nealson to the Johnson County Historic Preservation Commission for an unexpired term ending December 31, 2005.

Motion by Harney, second by Neuzil, to appoint County Sheriff Lonny Pulkrabek and Executive Assistant Mike Sullivan to serve as members of the RFP review team and project oversight committee for the comprehensive study of replacement and upgrade needs for the Iowa City and Johnson County radio Communication Systems.

Motion by Sullivan, second by Lehman, to set a bid letting date of April 12, 2005 at 10:00 a.m. for the 2005 Johnson County Dust Control Safety Program (calcium chloride application to portions of Johnson County rock surfaced roads) and authorize the Auditor to publish.

Motion by Harney, second by Lehman, to set a bid letting date of April 12, 2005 at 10:00 a.m. for the 2005 Seed and Fertilizer Program and authorize the Auditor to publish.

Motion by Lehman, second by Harney, to set a public hearing on April 14, 2005 at 5:30 p.m. for Road Vacation of Dane Road between Mormon Trek Boulevard and City Drive located in the Northwest 1/4 of the Southwest 1/4 of Section 21, Township 79 North, Range 6 West of the 5th Principal Meridian and authorize the Auditor to publish.

Motion by Sullivan, second by Harney, to approve and authorize the Chairperson to sign an Interlocal Agreement between the City of Iowa City, Iowa and County of Johnson, Iowa for the 2005 Byrne Justice Assistance Grant Program Award.
