MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

APRIL 28, 2005

Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

Unless otherwise noted, all actions were taken unanimously.

Motion by Sullivan, second by Lehman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Neuzil, second by Sullivan, to approve the minutes of the formal meeting of April 21, 2005.

Motion by Harney, second by Lehman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Lehman, second by Harney, to accept the County Auditor’s Quarterly Report of Fees Collected for the quarter ending March 31, 2005, in the amount of $19,206.08, as submitted by County Auditor Tom Slockett.

Motion by Neuzil, second by Sullivan, to approve and authorize the Chairperson to sign the Iowa Help America Vote Act Compliance Plan.

Motion by Sullivan, second by Lehman, to approve and authorize the Chairperson to sign a Grant Agreement with the Secretary of State’s Office for not more that $752.00 to make the Coralville 02 polling place (Western Hills) handicapped accessible.

Motion by Harney, second by Sullivan, to approve and authorize the Chairperson to sign the reimbursement agreement for the Mental Health Referee.

RESOLUTION 04-28-05-B1

FY 05 APPROPRIATION CHANGES TO MEDICAL EXAMINER (DEPT. 10), AND AMBULANCE (DEPT. 01)

Whereas, the appropriations for the Medical Examiner, Public Safety Service Area, are not sufficient to meet increasing demands for services, and

Whereas, due to an unexpected increase in physician, autopsy, and employee costs that were not budgeted, the Public Safety Service Area for the Medical Examiner Department will deplete its funds; and

Whereas, Ambulance has available funds in its budget; and

Whereas, pursuant to section 331.434(6) of the Code of Iowa, a department appropriation may be decreased without a public hearing if the decrease is not more than the greater of $5,000 or ten percent of the department’s total budget; and

Therefore, be it resolved that Medical Examiner (Dept. 10), Public Safety Service Area, is herewith appropriated an additional $7,500 for a total increase of $7,500 and total appropriation of $264,270 for fiscal year 2004-2005. The appropriation for Ambulance (Dept. 01) is correspondingly decreased by $7,500 for a total of $2,175,296 for fiscal year 2004-2005.  The relevant county service is Public Safety, which remains unchanged.

Motion by Lehman, second by Harney, to approve Resolution 04-28-05-B1.

Motion by Sullivan, second by Neuzil, to approve and authorize the Chairperson to declare unused equipment as salvage and allow Information Services to sell or give the unused equipment to charitable organizations that will put it to use.

Motion by Harney, second by Lehman, to appoint Leon Spies to the Iowa City Board of Library Trustees for a term ending June 30, 2011.

Motion by Lehman, second by Sullivan, to approve and authorize the Chairperson to send Armentris Johnson a letter of appreciation and certificate for serving on the Johnson County SEATS Paratransit Advisory Committee.

Motion by Neuzil, second by Sullivan, to approve and authorize the Chairperson to send Mary Hansman a letter of appreciation and certificate for serving on the Johnson County Mental Health/Developmental Disabilities Planning Council.

Motion by Lehman, second by Sullivan, to approve and authorize the Chairperson to sign an Application For Fireworks Permit for Terry Clark, 608 S 7th Avenue, Iowa City, for display at 2952 360th Street SW, Oxford, on May 7, 2005 or May 8, 2005 (rain date).
