Chairperson Lehman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:14 a.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.
Lehman said that Amy Correia will be starting her position with Johnson County as Social Services Coordinator on February 1, 2006 with a salary of $48,000. Stutsman explained the process of hiring the new Human Services Coordinator. She said previously, there was a General Assistance Director who recently retired. The Board redefined that position and included some of the General Assistance responsibilities and others. They worked on a new job description and have now hired someone for this new position. Correia will be handling block grant funding and overseeing contracts concerning Human Services agencies. Stutsman said that Correia will also be the Decat Coordinator and will work with the Department 45 budget with Department of Human Services Area Supervisor Cheryl Whitney. Stutsman said that they had some excellent candidates for this positions and it is a credit to Correia to rise to the top of those candidates. Lehman added that this is a department head position and that he and Harney will be liaisons to the department.
Correia said she is delighted to join the County in this position. She said she has a Bachelor’s and Master’s degree in Social Work from the University of Iowa. She has been providing direct service, policy direction, and resource advocacy for the last 15 years. For the last four years, she had been with the Iowa Coalition Against Domestic Violence which is a statewide non-profit where she has been leading efforts around poverty alleviation, staff training, and policy development for all 33 programs across the state. She will be leaving that job at the end of this month. She has also been on the staff and/or boards of social service organizations in Iowa City. The Board agreed to appoint Correia at the next formal meeting.
M. Sullivan is currently working on scheduling County-a-Day, which is tentatively scheduled in March. Stutsman asked that the event be coordinated with Linn County. R. Sullivan and Neuzil agreed. R. Sullivan said that there is so much pressure from the legislature to show inter-governmental cooperation and going with Linn County shows that. Stutsman said that they would like to have a meeting room in the Capital and have lunch there, which would save time and allow more legislators to attend.
M. Sullivan said that concerning the annual County Cleanup program, expenditures were the same as previous years where there was a spring and fall cleanup. M. Sullivan will be sending a press release tomorrow. M. Sullivan said that these releases are sent out quarterly to remind the unincorporated residents of the program. M. Sullivan said that if an individual that lives in the unincorporated area goes to the landfill and is charged they can submit their receipt to the County for repayment. If they qualify, the County can repay them.
M. Sullivan also noted that Monday, January 9, 2006 is the informal work session with Andersen-Bogart. Thursday, January 12, 2006 will be the ICAD work session. On Wednesday, January 18, 2006, the Board will have their first budget work session with the Budget Coordinator and M. Sullivan.
Stutsman suggested that the Board have a quick meeting on Tuesday mornings to handle claims during the weeks that the Board doesn’t meet. Lehman asked if that works well enough for preparation of the claims by Tuesday rather than a Thursday. Administrative Secretary Casie Kadlec said that she will talk to the people in the Auditor’s Office who prepare the claims and see if that could work for them.

R. Sullivan reported that the North Liberty election contest will be on January 6, 2006 at 9:00 a.m. in the Board room. R. Sullivan attended Planning and Zoning site visits with Assistant Planning and Zoning Administrator R.J. Moore.
Neuzil said that he is going to have a listening post on Friday, January 6, 2006 from 4:15-5:15 p.m. at the Board of Supervisors office.
Harney and one of the Muscatine County Supervisors met with the Stemm family about the stray dogs. It appears that most of the dogs in Muscatine are gone. Several dogs are still around but the Stemm’s have agreed to continue decreasing the population. One of the tenants has agreed to assist the Stemms if needed. They will be keeping some dogs and hopefully will agree to get those dogs updated on shots and so forth.
Reverend Bob Welsh invited the Board and the public to a joint meeting of the Johnson County chapter of the AARP and the Taskforce on Aging including a report on the White House Conference on Aging to be held on Tuesday, January 10th at 2:00 p.m. He also congratulated the Board on hiring a Human Services Coordinator, a position that he thinks is greatly needed.

Motion by Harney, second by Sullivan, to enter Executive Session at 10:00 a.m. to discuss collective bargaining strategy for the Sheriff’s Office under section 20.17(3), Code of Iowa: “negotiating sessions, strategy meetings of public employees… shall be exempt from the provisions of chapter 21 (Official Meetings Open to the Public).” Roll call: aye: Harney, Stutsman, Lehman, Neuzil, Sullivan.
Motion by Sullivan, second by Stutsman, to leave Executive Session at 10:17 a.m. Roll call: aye: Harney, Stutsman, Lehman, Neuzil, Sullivan.
Motion by Neuzil, second by Harney, to enter into Executive Session at 10:17 a.m. to discuss “Dooley, et al., vs. Johnson County, et al.” under section 21.5(1.c), Code of Iowa, “to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation.” Roll call: aye: Harney, Stutsman, Lehman, Neuzil, Sullivan.
