MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

MARCH 2, 2006

Chairperson Lehman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

Unless otherwise noted, all actions were taken unanimously.

Motion by Sullivan, second by Stutsman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Stutsman, second by Neuzil, to approve the minutes of the formal meeting of February 23, 2006.

Motion by Harney, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Neuzil, second by Sullivan, to accept and place on file the Treasurer’s Semi-annual Settlement of the Board of Supervisors for the period beginning January 1, 2005 and ending June 30, 2005, as submitted by County Treasurer Tom Kriz.

Motion by Sullivan, second by Stutsman, to accept the Recorder’s Report of Fees Collected for the month of January, 2006, in the amount of $153,770.01, as submitted by County Recorder Kim Painter.

Motion by Stutsman, second by Harney, to set the public hearing for and amendment to the FY 2006 budget on March 23, 2006 at 9:00 a.m. and authorize the Auditor to publish.

Motion by Harney, second by Stutsman, to approve and authorize the Chairperson to sign the participant agreement with NACo for pharmacy benefit services.

PROCLAMATION 03-02-06-01

INTERNATIONAL WOMEN’S MONTH

MARCH 2, 2006

Whereas, International Women’s Day is observed throughout the world, assuming a global dimension as a day when people on all continents come together to focus on the struggle for full human rights for women; and

Whereas, more than one-half of the world’s population is female, women perform two-thirds of the world’s work, and women represent over three-fifths of the world’s illiterate population; and

Whereas, women, who are the key to food security, and produce nearly 75% of the food internationally but continue to live at subsistence levels, and

Whereas, women in Iowa are the majority holders of our basic resource, the land, yet are not empowered to make decisions about this valuable resource; and

Whereas, this is a time to reflect on women’s progress, call for change where needed, and to celebrate women’s acts of courage and determination in the fight for human rights; and

Whereas, one of the United Nation’s Millennium Goals to be achieved by 2015 is to “empower women and promote equality between women and men”; and

Now, Therefore, I, Mike Lehman, Chair of the Johnson County Board of Supervisors, do hereby proclaim March, 2006 to be

International Women’s Month

in Johnson County, and I urge our citizens to join me in the educational activities and celebrations during International Women’s Month, as well as to reflect on how our personal lives and organizations to which we belong can participate in this continuing struggle to recognize the value and

equality of women in our society.

Motion by Stutsman, second by Sullivan, to approve Proclamation 03-02-06-01.

Motion by Neuzil, second by Harney, to declare outdated computer equipment submitted by Information Services as surplus property and no longer of county use and authorize for disposal by sale to the public.
