MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

MARCH 13, 2006

Chairperson Lehman called the Johnson County Board of Supervisors to order in the Iowa City Public Library at 5:01 p.m.  Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

        Convened Public Hearing on Johnson County proposed budget for FY 2007 at 5:01 p.m. 

Stutsman summarized the County’s strategic goals and objectives and the budget planning process.  Lehman summarized the budget.  Lehman discussed the Public Safety service area budget and the Health and Human Services budget.  R. Sullivan discussed the Mental Health and Developmental Disabilities service area budget, the Education and Environment service area budget, the County Administration service area budget, and the Secondary Roads budget.  Harney discussed the Government Services to Residents service areas and the Capital Projects functions and budgets.  Neuzil analyzed the Johnson County Budget for FY 07 and reviewed sources of revenues, with the significant sources being property taxes and intergovernmental revenues, and the debt service fund.  Neuzil also presented a breakdown of the impact of the Fiscal Year 2007 budget on taxpayers.  Lehman concluded the presentation and announced that the Board would take formal action on the budget on March 15, 2006.

Melvin Dvorsky expressed concern about the Board voting on the FY 07 Budget on the same day that it is supposed to be submitted to Des Moines.
