MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

JULY 6, 2006

Chairperson Lehman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

Unless otherwise noted, all actions were taken unanimously.

Motion by Sullivan, second by Stutsman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Stutsman, second by Neuzil, to approve the minutes of the formal meeting of June 29, 2006 and the June 29, 2006 re-canvass minutes for the June 6, 2006 Primary Election.

Motion by Harney, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Stutsman, second by Sullivan, to approve the revised GIS Services and Data Pricing.

RESOLUTION 07-06-06-01

AUTHORIZING COUNTY AUDITOR TO FULLY FUND THE ELDERLY AND DISABLED CREDIT ON THE TAX LISTS PAYABLE IN FY 07

Whereas, the Iowa Department of Revenue in compliance with Code Section 25B.7 is estimating the appropriations enacted by the 2006 regular session of the Iowa General Assembly, and is estimated to fund 94% of the value of the Elderly & Disabled Tax Credit.

Whereas, maintaining the budgeted revenues to local governments throughout Johnson County from tax collections and State reimbursements would result in the reduction of the elderly and disabled property tax credit given each eligible taxpayer;

Whereas, the Johnson County Board of Supervisors desires to give the full elderly and disabled property tax credit allowed by law to each eligible taxpayer in Johnson County;

Therefore, be it resolved that the Board of Supervisors authorizes the County Auditor to include the full credit on the tax lists for each eligible taxpayer and authorizes the County Treasurer to provide the entire elderly and disabled property tax credit allowed by law; and

Furthermore, the Board of Supervisors pledges an appropriation matching the amount of the 6% reduction in the State reimbursement to be deposited in the tax fund for distribution to the local governments with the tax collections and reimbursements.

Motion by Sullivan, second by Harney, to approve Resolution 07-06-06-01.

Motion by Stutsman, second by Neuzil, to approve and authorize the Chairperson to sign the Johnson County Empowerment Area Board Fiscal Agent Agreement.
