MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
JANUARY 25, 2007
Chairperson Harney called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
Motion by Sullivan, second by Stutsman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Meyers, to approve the minutes of the formal meeting of January 18, 2007.
Motion by Neuzil, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Motion by Neuzil, second by Sullivan, to accept and place on file the Treasurer’s Semi-annual Settlement of the Board of Supervisors for the period beginning July 1, 2006 and ending December 31, 2006, as submitted by County Treasurer Tom Kriz.
Motion by Sullivan, second by Stutsman, to accept the County Auditor’s Quarterly Report of Fees Collected for the quarter ending December 31, 2006, in the amount of $1,383.36, as submitted by County Auditor Tom Slockett.
First consideration of an ordinance amending the Johnson County Unified Development Ordinance Chapter 8:1.17 Flood Plain management to adopt a new flood plain zoning map.

AN ORDINANCE AMENDING THE JOHNSON COUNTY UNIFIED DEVELOPMENT ORDINANCE CHAPTER 8:1.17 FLOOD PLAIN MANAGEMENT TO ADOPT A NEW FLOOD PLAIN ZONING MAP
Section I. Purpose. The purpose of this ordinance is to further the stated purpose of the Unified Development Ordinance for Johnson County by amending Chapter 8:1.17 Flood Plain Management to adopt a new flood plain zoning map.
Section II. Amendments. Article 8:1.17 is hereby amended by deleting Section 8:1.17(II)(1) in its entirety and replacing it with the following:
1. Land to Which Regulations Apply. These flood plain management regulations shall apply to all lands and uses which have significant flood hazards. The Flood Insurance Rate Map, prepared as part of the Flood Insurance Study for Johnson County and dated February 16, 2007, is hereby adopted and declared to the Official Flood Plain Zoning Map for Johnson County. Said map shall be used to identify such flood hazards areas and all areas shown thereon to be within the boundaries of the 100-year flood shall be considered as having significant flood hazards. Where uncertainty exists with respect to the precise location of the 100-year flood boundary, the location shall be determined on the basis of the 100-year flood elevation and the particular site in question. The flood profiles and all explanatory material contained with the Flood Insurance Study are also declared to be a part of this ordinance for the purpose of administering flood plain management regulations.
Section III. Repealer. All other ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.
Section IV. Savings Clause. If any section, provision, or part of this ordinance shall be adjudged invalid, illegal or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid, illegal or unconstitutional.
Section V. Effective Date. This ordinance shall be in effect after its final passage and publication as part of the proceedings of the Board of Supervisors.

Roll call: aye: Sullivan, Stutsman, Harney, Neuzil, Meyers.
On January 18, 2007, motion by Sullivan, second by Stutsman, approve on second consideration an ordinance amending the Johnson County Unified Development Ordinance Chapter 8:1.17 Flood Plain management to adopt a new flood plain zoning map. Roll call: aye: Sullivan, Stutsman, Harney; absent: Neuzil, Meyers.
Motion by Stutsman, second by Sullivan, to approve Ordinance 01-25-07-Z1, an ordinance amending the Johnson County Unified Development Ordinance Chapter 8:1.17 Flood Plain management to adopt a new flood plain zoning map. Roll call: aye: Sullivan, Stutsman, Harney, Neuzil, Meyers.
Motion by Neuzil, second by Stutsman, to appoint Larry Meyers to serve on the Iowa Valley Resource Conservation and Development Board of Directors.
