MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

FEBRUARY 1, 2007

Chairperson Harney called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

Unless otherwise noted, all actions were taken unanimously.

Motion by Stutsman, second by Sullivan, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Sullivan, second by Stutsman, to approve the minutes of the formal meeting of December 28, 2006 and January 2, 2007. 

Motion by Neuzil, second by Meyers, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Convened Public Hearing on FY 2007 Budget Amendment at 9:03 a.m.

Budget Coordinator Rich Claiborne presented the Public Hearing on the Fiscal Year 2007 Budget Amendment.  No one from the public was present to speak.

Public Hearing closed at 9:04 a.m.

RESOLUTION 02-01-07-B1

AMENDING THE FISCAL YEAR 2007 JOHNSON COUNTY BUDGET

Whereas, the Board of Supervisors has held a public hearing pursuant to Chapter 331, Code of Iowa, to amend the fiscal year 2006-2007 County Budget; and

Whereas, the explanation of changes is as follows:

Expenditures increased for:

Administration service area for Insurance claims  ($313,960)

County Environment & Education for health insurance for Soil Conservationist ($12,000)

Revenues increased for:

Insurance proceeds  ($313,960)

Whereas, after consideration of all comments at said hearing the Board of Supervisors has determined that it will be necessary to amend the 2006-2007 budget; and

Whereas, the amendment does not increase taxes to be collected in the fiscal year ending June 30, 2007.

Therefore be it resolved that the following expenditures of the fiscal year 2006-2007 county budget be amended:

EXPENDITURE INCREASES (by Service Area):

Administration by $313,960 to $6,467,306

County Environment & Education by $12,000 to $2,792,201

REVENUE INCREASES (by type):

Miscellaneous by $313,960 to $2,120,864

Motion by Stutsman, second by Neuzil, to approve Resolution 02-01-07-B1.

RESOLUTION 02-01-07-B2

CHANGING DEPARTMENTAL APPROPRIATIONS

Whereas, the Board of Supervisors has held a public hearing pursuant to section 331.434(3), Code of Iowa, to amend the fiscal year 2006-2007 County Budget; and

Whereas, the explanation of changes is contained in Resolution 02-01-07-B1; and

Whereas, the amendment does not increase the taxes to be collected in the fiscal year ending June 30, 2007; and

Whereas, all comments from the public have been heard.

Therefore be it resolved that the following department appropriations be changed as follows:

DEPARTMENT EXPENDITURES (Service Area):

Dept. 22- Insurance (Administration service area) increases $313,960 for YTD appropriation $1,290,000

Dept. 23- Rural Basic Block Grants increases $12,000 for YTD appropriation $580,908

DEPARTMENT REVENUES:

Dept 22- Insurance ($313,960)

Motion by Sullivan, second Stutsman, to approve Resolution 02-01-07-B2.

Motion by Stutsman, second by Meyers, to appoint Janelle Rettig to the Trails Advisory Committee as a member representing a City or Town for a term ending December 31, 2008.

Motion by Sullivan, second by Stutsman, to appoint the following to the Trails Advisory Committee for a term ending December 31, 2007: Harry Graves as a member representing the Johnson County Conservation Board, Mary Rump as a member representing ECICOG, John Thiede and Douglas Moore representing County residents, Ron Mc Graw as a member representing Linn County Scenic Trails, and Melvin Rinehart representing snowmobile clubs.

Motion by Stutsman, second by Sullivan, to approve and authorize the Chairperson to sign the law enforcement town contracts for the cities of Hills, Tiffin, and Swisher.

Motion by Stutsman, second by Neuzil, to approve and authorize the Chairperson to send Jay Nealson a letter of appreciation and certificate for serving on the Johnson County Historic Preservation Commission.
