Chairperson Harney called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:04 a.m. Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.
Motion by Sullivan, second by Meyers, to enter into Executive Session at 9:04 a.m. for an annual evaluation of Social Services Coordinator Amy Correia under section 21.5(1.i), Code of Iowa, “to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session.” Roll call: aye: Sullivan, Stutsman, Harney, Neuzil, Meyers.
Motion by Neuzil, second by Stutsman, to leave Executive Session at 9:45 a.m. Roll call: aye: Sullivan, Stutsman, Harney, Neuzil, Meyers.
Recessed at 9:45 a.m.; reconvened at 9:55 a.m.

Recessed at 10:55 a.m.; reconvened at 11:02 a.m. in the office of County Recorder Kim Painter.
County Recorder Kim Painter explained that the Recorder's Office has three main areas: real estate, vital records, and boat, snowmobile, and ATV registration. She said that they record all documents such as deeds and liens, military records, and birth, death, and marriage certificates. Military records are the only records that aren't public records. Staff is able to access military records, but the public is not. The Recorder's Office was recently recarpeted which gave Painter an opportunity to remove the paper military records from the office to an offsite storage location. The Recorder's Office has recently had an increase in the requests for copies of birth certificates due to new Medicare and passport guidelines.
Painter explained that she felt like this year was a good year to start passports. Many Recorder's Offices have been issuing passports for years. Painter said that new Homeland Security Guidelines don't allow the same employees who issue birth certificates to issue passports, therefore County Recorder's who aren't currently issuing passports won't be allowed to do so. Painter said that there is an appeals process which she is considering looking into.
Stutsman asked about recent legislation which requires that all identifying information such as social security numbers be removed from public documents. Painter said that the Recorders have a proposed bill that put the responsibility of complying with this on the preparer of the documents. She said that whenever Johnson County Recorder's Office staff sees a deed that has a social security number they remove it from the document that is posted to the County website, although it would still be on the original document. She said that they work with people to screen items for identifying information.
Painter noted that the Recorder's Office revenues were $1.6 million last year, which was $70,000 above budget. Painter said that this years revenues are down on a month to month basis but the office is still on target to hit their projected revenues. Painter took the Board of Supervisors on a tour of the office. Deputy Recorder Sylvia Courtney demonstrated to the Board the indexing of deeds. The Board thanked Painter for the tour of the office.
