MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
MARCH 22, 2007
Chairperson Harney called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
Motion by Sullivan, second by Stutsman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Meyers, to approve the minutes of the formal meeting of March 15, 2007.
Motion by Neuzil, second by Sullivan, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Motion by Sullivan, second by Stutsman, to approve and authorize the Chairperson to sign the following: a Renewal Application for Class B Beer Permit, and Application For Sunday Sales Privilege for Morse Community Club, Iowa City, as submitted by Marjorie Knepp; a Renewal Application for Class C Liquor License, Application For Outdoor Service Area, Application For Sunday Sales Privilege, and Application For Catering Privilege, for Pleasant Valley Golf Course, Iowa City, as submitted by Aleda Feurbach; and a Renewal Application for Class C Liquor License, Application For Outdoor Service Area, and Application For Sunday Sales Privilege for Hi Point Golf Course, Iowa City, as submitted by Scott Wood.
Motion by Neuzil, second by Meyers, to approve an ordinance establishing a School Infra-Structure Local Option Sales and Services Tax applicable to transactions within Johnson County on first consideration. Roll call: aye: Sullivan, Stutsman, Harney, Neuzil, Meyers.
Motion by Stutsman, second by Sullivan, to approve setting a public hearing for the FY 2007 Johnson County budget amendment for Thursday, April 12, 2007 at 5:30 p.m. and authorizing the Auditor’s Office to publish budget amendment hearing notice.
ORDINANCE 03-22-07-Z1
AN ORDINANCE AMENDING THE FENCE REGULATIONS
OF THE JOHNSON COUNTY UNIFIED DEVELOPMENT ORDINANCE
Section I. Purpose. The purpose of this ordinance is to further the stated purpose of the Johnson County Unified Development Ordinance by amending Chapter 8:1.18 Additional Regulations to require that the height for front-yard fences shall not exceed 5 feet.
Section II. Amendments. Chapter 8:1.18 is hereby amended by deleting Section 8:1.18(VI)(1)(b) in its entirety and replacing it with the following:
b. Fences within the front-yard shall not exceed 5 feet in height, or be constructed of more than 30% solid material.
Section III. Repealer. All other ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.
Section IV. Savings Clause. If any section, provision, or part of this ordinance shall be adjudged invalid, illegal or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid, illegal or unconstitutional.
Section V. Effective Date. This ordinance shall be in effect after its final passage and publication as part of the proceedings of the Board of Supervisors.

On March 15, 2007, motion by Stutsman, second by Sullivan, to approve the ordinance amending the Fence Regulations of the Johnson County Unified Development Ordinance on second consideration. Roll call: aye: Sullivan, Stutsman, Harney, Neuzil, Meyers.
Motion by Stutsman, second by Meyers, to approve Ordinance 03-22-07-Z1, an ordinance amending the Fence Regulations of the Johnson County Unified Development Ordinance on final consideration. Roll call: aye: Sullivan, Stutsman, Harney, Neuzil, Meyers.
Motion by Neuzil, second by Sullivan, to approve the Secretary job description at the newly negotiated pay grade 4 on the Secondary Road PPME Union wage matrix ($14.08 to $16.42).
Motion by Stutsman, second by Meyers, to approve and authorize the Chairperson to sign the agreement with DURRANT to conduct the Justice Center Site Suitability and Comparison Study.

Motion by Sullivan, second by Stutsman, to approve and authorize the Chairperson to sign a contract with the Department of Human Services through the Johnson County Decategorization Board to coordinate a consortium for Youth Employment.
