MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

MARCH 6, 2008

      Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 5:30 p.m.  Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

      Unless otherwise noted, all actions were taken unanimously.

      Convened Public Hearing on Johnson County proposed budget for FY 2009 at 5:30 p.m. 

      Stutsman summarized the County’s strategic goals and objectives and the budget planning process.  Stutsman reviewed the overall County budget, including the County financial environment, and new positions being funded in Fiscal Year 2009.  Harney covered the Fiscal Year 2009 expenditures summary.  Harney then discussed the Public Safety service area budget and the Health and Human Services budget.  R. Sullivan discussed the Mental Health and Developmental Disabilities service area budget, the Education and Environment service area budget, the County Administration service area budget, the Secondary Roads budget, and the Government Services to Residents service area.  Meyers discussed the Capital Projects functions and budgets.  Neuzil analyzed the Johnson County Budget for FY 09 and reviewed sources of revenues, with the significant sources being property taxes and intergovernmental revenues.  Neuzil also presented a breakdown of the project tax impact of the Fiscal Year 2009 budget on rural and city taxpayers. 

      No one from the public was present to speak. 

      Facilities Director David Kempf thanked the Board for their dedication and discipline in moving forward with the new building projects. 

      Sullivan concluded the presentation and announced that the Board would take formal action on the budget on March 11, 2008.

Public Hearing closed and meeting adjourned at 6:13 p.m.
