MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

APRIL 3, 2008

 

      Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:02 a.m.  Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

 

      Unless otherwise noted, all actions were taken unanimously.

 

PROCLAMATION 04-03-08-01

ALCOHOL AWARENESS MONTH

APRIL 1-30, 2008

 

      Whereas, each April since 1987, the National Council on Alcoholism and Drug Dependence (NCADD) has designated April as “Alcohol Awareness Month”; and

 

      Whereas, Alcohol Awareness Month was established as a nationwide effort to provide the American public with information about the disease of alcoholism and the serious problem of alcohol abuse; and

 

      Whereas, the Surgeon General of the United States has issued a Call to Action recognizing underage drinking as a leading public health problem; and

 

      Whereas, alcohol is the number one drug of choice for America’s adults and  young people and is associated with traffic fatalities, violence, unsafe sex, suicide, educational failure and other behavioral problems; and

 

      Whereas, alcohol abuse by employees affects the profitability of companies and impacts the health, safety and productivity of workers; and

 

      Whereas, those who start drinking before the age of 15 are four times more likely to become alcoholics than those who begin at age 21; and

 

      Whereas, alcoholism is a treatable disease and many treatment programs and approaches are available to support people struggling with addiction; and  

 

      Whereas, the prevention efforts and support of treatment is the responsibility of the nation as a whole and each of us individually.

 

      Now, therefore, be it resolved that we, the Johnson County Board of Supervisors, do hereby proclaim April, 2008, as

 

ALCOHOL AWARENESS MONTH

 

In Johnson County, Iowa, and call upon the people of Johnson County to observe this month with appropriate programs, activities and ceremonies supporting the Surgeon General’s Call to Action.

 

      Motion by Harney, second by Stutsman, to approve Proclamation 04-03-08-01.

 

PROCLAMATION 04-03-08-02

NATIONAL COUNTY GOVERNMENT WEEK

APRIL 6-12, 2008

PROTECTING OUR CHILDREN

 

      Whereas, the nation’s 3,066 counties provide a variety of essential public services to communities serving 300 million Americans; and

 

      Whereas, counties take seriously their responsibility to protect and enhance the health, welfare and safety of its residents in sensible and cost-effective ways; and

 

      Whereas, many county government services directly touch the lives of children and families; and

 

      Whereas, in Iowa, Counties are responsible for supporting the state Department of Human Services programs, including child welfare and income maintenance; and

 

      Whereas, in Johnson County, there were 333 confirmed child abuse cases in 2006; and

 

      Whereas, the Johnson County Decategorization Board and the Johnson County Empowerment Board are supported by local government and allocate state and federal funds to programs that enhance the well-being and safety of children and families; and 

 

      Whereas, the Johnson County Board of Supervisors provides funding directly to local non-profit organizations serving children and families through the Block Grant and Juvenile Justice Youth Development programs, including Big Brothers Big Sisters, Neighborhood Centers of Johnson County, and United Action for Youth; and 

 

      Whereas, the National Association of Counties first celebrated National County Government Week in 1991 to raise public awareness and understanding about the roles and responsibilities of the nation’s counties to meet the needs of the community; and

 

      Whereas, in recognition of the leadership, innovation, and valuable service provided by the nation’s counties, especially in the protection and welfare of children,

 

      Now, therefore, be it resolved that we, the Johnson County Board of Supervisors, do hereby proclaim April 6-12, 2008 as National County Government Week in Johnson County. 

 

      Motion by Meyers, second by Neuzil, to approve Proclamation 04-03-08-02.

 

      Motion by Stutsman, second by Meyers, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

 

      Motion by Neuzil, second by Meyers, to approve the minutes of the formal meetings of March 27 and March 31, 2008. 

 

      Motion by Harney, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

 

      Motion by Meyers, second by Neuzil, to approve and authorize the Chairperson to sign a Class B Beer Permit (BB) (includes Wine Coolers) and Application For Sunday Sales Privilege for Morse Community Club, Iowa City, as submitted by Marjorie Knepp.

 

      Motion by Neuzil, second by Meyers, to approve and authorize the Chairperson to sign Class C Beer Permit (BC) and Application For Sunday Sales Privilege for Funcrest Bait and Tackle, Iowa City, as submitted by William Kallaus.

 

      Motion by Harney, second by Stutsman, to approve and authorize the Chairperson to sign Class C Liquor License (LC) (Commercial), Application for Outdoor Service, and Application For Sunday Sales Privilege for Bobbers, North Liberty, as submitted by Sandie Degen.

 

      Motion by Meyers, second by Stutsman, to approve and authorize the Chairperson to sign Class C Beer Permit (BC) and Application For Sunday Sales Privilege for Sleepy Hollow Campground and RV Park, Oxford, as submitted by Sandy Gingerich.

 

      Motion by Neuzil, second by Meyers, to accept the Recorder’s Report of Fees Collected for the month of February, 2008, in the amount of $133,718.88, as submitted by County Recorder Kim Painter.

 

RESOLUTION 04-03-08-01

RESOLUTION SETTING PUBLIC HEARING ON PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED TOTAL COST FOR CONSTRUCTION OF HEALTH AND HUMAN SERVICES BUILDING – PHASE II, FINISH GRADING, PARKING LOT PAVEMENT, SIDEWALKS, PARKING RAMP STRUCTURE AND LANDSCAPING

 

      Be It Resolved By The Johnson County Board of Supervisors that construction of Health and Human Services Building – Phase II, including finish grading parking lot pavement, sidewalks, parking ramp structure and landscaping, is deemed necessary; and

 

      Be It Further Resolved that the plans, specifications, form of contract and estimated total cost prepared at the request of the Board of Supervisors by architects Novak Design Group, are set forth as the proposed plans, specifications, form of contract, and estimated total cost in connection with said public improvement, to-wit: construction of Health and Human Services Building – Phase II, including finish grading parking lot pavement, sidewalks, parking ramp structure and landscaping;

 

      Be It Further Resolved that said plans, specifications, form of contract, and estimated total cost are available for inspection in the office of the Johnson County Auditor, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa; and

 

      Be It Further Resolved that, in accordance with Sections 26.12 and 331.341 of the 2007 Code of Iowa, as amended, a public hearing on said proposed plans, specifications, form of contract, and estimated total cost of the public improvement is set for the 17th day of April, 2008, at 9:00 A.M., Central Time in the Johnson County Board of Supervisors Boardroom, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa.  The Johnson County Auditor is directed to publish notice of the hearing in accordance with the law.

 

      Motion by Stutsman, second by Neuzil, to approve Resolution 04-03-08-01. 

 

      Motion by Meyers, second by Neuzil, to approve and authorize the Chairperson to sign the Skywalk Easement, Temporary Construction Easement and Covenant for the construction of the Health and Human Services Building Skywalk.

 

      Recessed to informal meeting at 9:25 a.m.; reconvened at 9:28 a.m.

 

      Motion by Stutsman, second by Meyers, to approve and authorize the Chairperson to sign the amendment of the Decategorization Contract for Functional Family Therapy allowing unspent funds to be returned to Decategorization.
