MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
MAY 1, 2008
Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
PROCLAMATION 05-01-08-01
OLDER AMERICANS’ MONTH 2008
May 1-31, 2008
Whereas, the theme for Older Americans Month, May, 2008, is “Working Together for Strong, Healthy and Supportive Communities”; and
Whereas, it was projected that Johnson County would have 9,511 persons 65 + by 2010; and
Whereas, Johnson County is maturing at a much greater rate than projected, in 2006 having 9,644 persons 65 +; and
Whereas, we are aware of the positive impact of our growing senior population on the economic, social and cultural vitality of our county and community; and
Whereas, Johnson County is at the cutting edge of the national livable community initiative; and
Whereas, Johnson County has established a Johnson County Livable Community for Successful Aging Policy Board that is working to help make Johnson County, and the other communities, and the unincorporated areas of the county more livable for persons of all ages; and
Whereas, the municipalities and county have experienced the value of working together for strong, healthy and supportive communities; and
Whereas, Johnson County wishes to affirm its intent to work together with all of Johnson County to make this entire county a place where persons of all ages can age successfully; and
Now, therefore, be it resolved that we, the Johnson County Board of Supervisors, do hereby proclaim May 1-31, 2008, as:
Older Americans' Month
in Johnson County and congratulate our seniors on their many contributions to the vitality of our community.
Motion by Neuzil, second by Stutsman, to approve Proclamation 05-01-08-01.
PROCLAMATION 05-01-08-02
DECLARING MAY, 2008 AS MENTAL HEALTH MONTH IN JOHNSON COUNTY, IOWA
Whereas, mental health problems and disorders affect people of all ages, backgrounds and stages of life; and
Whereas, all citizens are vulnerable to chronic mental health problems associated with trauma that will benefit greatly from early intervention and treatment; and
Whereas, mental health problems are common, but recovery is possible and with adequate treatment, individuals with mental health problems and disorders can lead full, productive lives in our community; and
Whereas, our community’s mental health providers and advocates continue to dispel the fears, myths, misunderstandings and stigma commonly associated with mental illness and to increase access to treatment and support services; and
Whereas, the National Alliance on Mental Illness Johnson County observes Mental Health Month each May to raise awareness and understanding of mental illness; and
Now, therefore, be it resolved that we, the Johnson County Board of Supervisors, do hereby proclaim the month of May, 2008 as:
Mental Health Month
in Johnson County, we urge all citizens to increase the awareness and understanding of mental health and be informed of the treatment options available in our county for individuals with mental illnesses.
Motion by Harney, second by Stutsman, to approve Proclamation 05-01-08-02.
Motion by Stutsman, second by Meyers, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.
Motion by Neuzil, second by Meyers, to approve the minutes of the formal meeting of April 24, 2008.
Motion by Meyers, second by Harney, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Meyers, to approve setting a public hearing for FY 2008 Johnson County budget amendment for Thursday, May 22, 2008 at 9:00 a.m. and authorize the Auditor’s Office to publish budget amendment hearing notice.
Motion by Neuzil, second by Stutsman, to approve and authorize the Chairperson to sign a Cost Allocation Services Agreement for fiscal years 2008, 2009 and 2010 with CASI, Inc in the amount of $6,475.00. Roll call: aye: Stutsman, Sullivan, Neuzil, Meyers; nay: Harney.
Motion by Stutsman, second by Harney, to appoint Bill Reagan, Executive Director of the ARC of Southeast Iowa and Lisa Ann Johnson, Special Education Teacher, Iowa City Community School District, to the Johnson County Mental Health/Developmental Disabilities Planning Council for terms ending June 30, 2011.
Motion by Neuzil, second by Meyers, to approve and authorize the Chairperson to send Gloria Drapac, DJ Hennager and Paulette Milewski letters of appreciation and certificates for serving on the Johnson County Mental Health/Developmental Disabilities Planning Council.
Motion by Neuzil, second by Meyers, to allocate $5,167 for collaboration with Linn County on local food promotion with Iowa Valley Resource Conservation and Development.
Motion by Stutsman, second by Meyers, to approve and authorize the Chairperson to sign two Applications for Fireworks Permits for Travis Messer, North English, for display at 2952 360th Street, Oxford on May 17, 2008 and on June 15, 2008.
