MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

JULY 3, 2008

      Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:01 a.m.  Members present were: Pat Harney, Larry Meyers, Sally Stutsman, and Rod Sullivan; absent: Terrence Neuzil.

      Unless otherwise noted, all actions were taken by the following vote: Roll call: aye: Harney, Stutsman, Sullivan, Meyers; absent: Neuzil.

Motion by Meyers, second by Stutsman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Stutsman, second by Meyers, to approve the minutes of the formal meetings of June 26, 2008 and June 30, 2008. 

Motion by Harney, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Stutsman, second by Harney, to accept the Recorder’s Report of Fees Collected for the month of May, 2008, in the amount of $211,044.42, as submitted by County Recorder Kim Painter.

Motion by Stutsman, second by Meyers, to approve and authorize the Chairperson to sign the FY09 Transit Purchase of Service Contract between East Central Iowa Council of Governments and Johnson County, allowing Johnson County to provide passenger transit services and lease of equipment within Johnson County under the auspices of the regional transit system within Johnson County, Iowa.

Motion by Stutsman, second by Harney, to approve and authorize the Chairperson to sign the Johnson County Sheriff Department law enforcement service provision contracts for the Cities of Coralville, Hills, Lone Tree, North Liberty, Oxford, Shueyville, Solon, Swisher and Tiffin.

Motion by Harney, second by Meyers, to defer action on tax abatements for flooded properties until July 17, 2008. Roll call: aye: Harney, Meyers; nay: Stutsman, Sullivan; absent: Neuzil. 

Motion by Stutsman, second by Meyers, to defer action on tax abatements for flooded properties until July 10, 2008. Roll call: aye: Harney, Stutsman; nay: Meyers, Sullivan; absent: Neuzil. 

Motion by Stutsman, second by Meyers, to defer action on tax abatements for flooded properties until July 17, 2008. Roll call: aye: Harney, Meyers, Stutsman; nay: Sullivan; absent: Neuzil.

Motion by Stutsman, second by Harney, to appoint Dion Williams to the Johnson County SEATS Paratransit Advisory Committee for an unexpired term ending June 30, 2010. 

Motion by Stutsman, second by Meyers, to approve and authorize the Chairperson to sign the following Applications for Fireworks Permits: Johnson County Agricultural Association Stumptown Shooters, 6090 River Junction Road SE, Lone Tree, for display at Johnson County Fairgrounds on July 24, 2008; Chuck Hart, 758 Bay Ridge Drive, Iowa City, for display at 2511 Highway 1 SW, Iowa City, on July 11, 2008; Travis Messer, 226 S. Walnut, North English, for display at 2952 360th Street SW, Oxford, on July 19, 2008; and Sandy Gingerich, 3340 Black Hawk Avenue NW, Oxford, for display on July 5, 2008.
