MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

JULY 17, 2008

 

      Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

 

      Unless otherwise noted, all actions were taken unanimously.

 

      Motion by Stutsman, second by Meyers, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

 

      Motion by Meyers, second by Stutsman, to approve the minutes of the formal meeting of July 10, 2008. 

 

      Motion by Harney, second by Neuzil, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

 

      Motion by Meyers, second by Stutsman, to accept the Recorder’s Report of Fees Collected for the month of June, 2008, in the amount of $230.353.07, as submitted by County Recorder Kim Painter.

 

      Motion by Neuzil, second by Harney, to accept the County Auditor’s Quarterly Report of Fees Collected for the quarter ending June 30, 2008, in the amount of $7,414.45, as submitted by County Auditor Tom Slockett.

 

      Motion by Harney, second by Stutsman, to accept and place on file the Treasurer’s Semi-annual Settlement of the Board of Supervisors for the period beginning January 1, 2008 and ending June 30, 2008, as submitted by County Treasurer Tom Kriz.

 

      Second consideration of the following amendment to the Johnson County Zoning Ordinance: An Ordinance Amending the Johnson County Unified Development Ordinance By Amending the Road Performance Standards Related to Gravel and Oiled Chip Seal Roads.

 

      On July 10, 2008, motion by Harney, second by Stutsman, to approve the Ordinance Amending the Johnson County Unified Development Ordinance by amending the Road Performance Standards related to gravel and oiled chip seal roads on first consideration.  Roll call: aye: Harney, Stutsman, Sullivan; nay: Meyers; absent: Neuzil.

 

      Motion by Stutsman, second by Neuzil, to approve the Ordinance Amending the Johnson County Unified Development Ordinance by amending the Road Performance Standards related to gravel and oiled chip seal roads on second consideration.  Roll call: aye: Harney, Stutsman, Sullivan, Neuzil; nay: Meyers.

 

RESOLUTION 07-17-08-Z1

 

      Whereas the Johnson County Planning and Zoning Commission, following a public hearing, on July 14, 2008, filed its report and recommendations for certain actions;

 

      Now, therefore, be it resolved as follows:

 

      1. A public hearing in accordance with Section 335.6 of the Iowa Code is set for the 14th day of August, 2008 at 5:30 p.m. in the Board Room, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, on the following subdivision applications: 15130 (Plotz), 15148 (Twin County Dairy Inc.), 15220 (Stahle), 15226 (Olin), 15274 (Klouda), 15275 ( Kochan)

 

      2. That the Johnson County Auditor be authorized to publish the official notice of above public hearing.

 

      Motion by Stutsman, second by Meyers, to approve Resolution 07-17-08-Z1.

 

      Motion by Stutsman, second by Neuzil, to approve the revised Mental Health/Disability Services Management Plan.

 

RESOLUTION 07-17-08-Z2

RESOLUTION WAIVING FEES UNITL JULY 1, 2009 FOR BUILDING, ELECTRICAL, PLUMBING, AND MECHANICAL INSPECTIONS, AND TEMPORARY CERTIFICATES OF OCCUPANCY ESTABLISHED BY THE BOARD OF SUPERVISORS AND ASSESSED BY THE BUILDING INSPECTION DIVISION OF THE PLANNING AND ZONING DEPARTMENT FOR STRUCTURES THAT HAVE BEEN PENETRATED BY FLOOD WATER.

 

      Whereas, the Johnson County Board of Supervisors established fees for the Building Division or Inspection Services; and

 

      Whereas,  to provide some relief to persons affected by the flood, fees for building, electrical, plumbing, and mechanical inspections, and temporary certificates of occupancy should be waived for a period of one year.

 

      Now, therefore, be it resolved by the Johnson County Board of Supervisors:

 

      All Building Division fees established by the Johnson County Board of Supervisors for building, electrical, plumbing, and mechanical, inspections, and temporary certificates of occupancy for structures that have been penetrated by floodwater are waived until July 1, 2009.

 

      The requirement to obtain said permits is not waived.

 

      Motion by Harney, second by Stutsman, to approve Resolution 07-17-08-Z2.

 

      Motion by Neuzil, second by Stutsman, to deny tax abatements for properties affected by the flooding in Johnson County.

 

      Motion by Harney, second by Stutsman, to approve the County Assessor’s Homestead and Military credit application approvals and denials for 2008.

 

      Motion by Stutsman, second by Neuzil, approving and authorizing the Chairperson to sign the Johnson County Cost Allocation Plan Certification Statement for the year ended June 30, 2008.
