MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
SEPTEMBER 4, 2008
Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
PROCLAMATION 09-04-08-01
RECOVERY MONTH
SEPTEMBER 1-30, 2008
Whereas, treatment and long-term recovery from substance use disorders can offer a renewed outlook on life for those who are addicted and their family members; and
Whereas, substance use disorders impact 22.6 million people aged 12 or older in the United States, which is more than the number of people living with coronary heart disease, cancer, or Alzheimer’s disease combined; and
Whereas, people who receive treatment for substance use disorders can lead more productive and fulfilling lives, personally and professionally; and
Whereas, studies have consistently found that individualized treatment is essential for people to be successful in their path of recovery; and
Whereas, real stories of long-term recovery can inspire others to ask for help and improve their own lives, the lives of their families, and the entire community; and
Whereas, it is critical that we educate our community members that substance use disorders are treatable, yet serious health care problems, and by treating them like other chronic diseases, we can improve the quality of life for the entire community; and
Whereas, to help achieve this goal, the U.S. Department of Health and Human Services, the Substance Abuse and Mental Health Services Administration, the White House Office of National Drug Control Policy, and MECCA Services invite all residents of Johnson County to participate in National Alcohol and Drug Addiction Recovery Month (Recovery Month); and
Now, Therefore, be it resolved that we, the Johnson County Board of Supervisors, do hereby proclaim the month of September 2008 as:
National Alcohol and Drug Addiction Recovery Month
in Johnson County and call upon the people of Johnson County to observe this month with appropriate programs, activities, and ceremonies supporting this year’s theme, “Join the Voices for Recovery: Real People, Real Recovery.”
Motion by Stutsman, second by Meyers, to approve Proclamation 09-04-08-01.
PROCLAMATION 09-04-08-02
NATIONAL SUICIDE PREVENTION WEEK
SEPTEMBER 7-13, 2008
Whereas, September 7th through 13th is National Suicide Prevention Week for 2008; and
Whereas, suicide is the 11th leading cause of all deaths in the United States and the 3rd leading cause of death among people from the age of 15 to 24; and
Whereas, suicide is the 9th leading cause of all deaths in the state of Iowa; and
Whereas, in the United States, one person completes suicide every 16 minutes; and
Whereas, it is estimated that 4.6 million people in the United States are survivors of suicide (those who have lost a loved one to suicide); and
Whereas, the stigma associated with mental illness works against suicide prevention by discouraging persons at risk for suicide from seeking lifesaving help; and
Whereas, the Crisis Center, dedicated to reducing the frequency of suicide and the pain of survivors affected by suicides of loved ones, urges that we:
1. Recognize suicide as a national and state public health problem and declare suicide prevention to be a priority;
2. Encourage initiatives based on the National Strategy for Suicide Prevention:
A. Develop and implement strategies to reduce the stigma of mental health, substance abuse, and suicide prevention services;
B. Develop and implement community-based suicide prevention programs;
C. Increase access to mental health and substance abuse services;
D. Improve reporting and portrayals of suicidal behavior and mental illness, in the entertainment and news media; and
Whereas, most suicides are preventable; and
Now, Therefore, be it resolved that we, the Johnson County Board of Supervisors, do hereby designate September 7-13, 2008 as “Suicide Prevention Week” in Johnson County.
Motion by Neuzil, second by Stutsman, to approve Proclamation 09-04-08-02.
Motion by Neuzil, second by Meyers, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Meyers, to approve the minutes of the formal meeting of August 28, 2008.
Motion by Harney, second by Neuzil, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Neuzil, to approve and authorize the Chairperson to sign: a Renewal Application for Class B Beer Permit, Application for Outdoor Service Area, and Application for Sunday Sales Privilege for Baxa’s Sutliff Store and Tavern, Lisbon, as submitted by Randy Howell.
Motion by Harney, second by Stutsman, to approve and authorize the Chairperson to sign the Construction Contract with McCulley Culvert, Inc. for $173,724.70, for the Calkins Avenue NW – RCB Culvert Replacement (Twin Box Culvert) Project # BROS-CO52(65)—8J-52, as part of the approved Secondary Roads Five-Year Road Construction Program.
Motion by Stutsman, second by Meyers, to approve and authorize the Chairperson to sign a purchase from Computer Solutions of Iowa City for $127,069.70 for the VoIP Phone System for the Health and Human Services Building.
Motion by Neuzil, second by Meyers, to approve the Matching Certification for the Summer 2008 Prosecutor Internship Program (Request for Reimbursement from the Attorney General's Office for support of the Johnson County Attorney's Summer Law Clerk Program).
