MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

OCTOBER 1, 2008

 

      Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Larry Meyers, Sally Stutsman, and Rod Sullivan; absent: Terrence Neuzil.

 

      Unless otherwise noted, all actions were taken by the following vote: Roll call: aye: Harney, Stutsman, Sullivan, Meyers; absent: Neuzil.

 

      Motion by Stutsman, second by Meyers, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors. 

 

      Motion by Meyers, second by Stutsman, to approve the minutes of the formal meeting of September 25, 2008. 

 

      Motion by Harney, second by Meyers, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors. 

 

      Motion by Harney, second by Stutsman, to accept the Recorder’s Report of Fees Collected for the month of August, 2008, in the amount of $224,717.56, as submitted by County Recorder Kim Painter. 

 

      Motion by Stutsman, second by Meyers, to receive and place on file the Public Professional and Maintenance Employees (PPME) International Union of Painters and Allied Trades (IUPAT) Local 2003 collective bargaining proposals for 2009-2010 with Johnson County for Administrative Unit. 

 

      Motion by Meyers, second by Stutsman, to note that the Board has delivered their response to opening collective bargaining proposals for 2009-2010 with Public Professional and Maintenance Employees (PPME) IUPAT Local 2003 for Secondary Roads Unit and Sheriff’s Office Unit. 

 

      Motion by Stutsman, second by Meyers, to approve the recommendation regarding Wellmark’s new Ambulance fee schedule effective October 1, 2008. 

 

      Motion by Stutsman, second by Harney, to approve and authorize the Chairperson to sign the Service Agreement between the Johnson County Board of Supervisors and the East Central Iowa Council of Governments for facilitation services for the Johnson/Linn County Public Leadership Group from the period commencing July 1, 2008 and ending June 30, 2009 in an amount not to exceed $5,243.00.00. 

 

      Motion by Stutsman, second by Meyers to approve and authorize the Chairperson to sign an application for Fireworks Permit for Mark Woodburn/Stumptown Shooters, PO Box 423, Solon, for display at 6090 River Junction Rd., Lone Tree, on October 4, 2008.

PROCLAMATION 10-01-09-01

MENTAL ILLNESS AWARENESS WEEK

OCTOBER 5-11, 2008

 

      Whereas, one in four families have a direct family member with a mental illness; and

 

      Whereas, mental illness is the leading cause of disability in the United States of those between ages 15 and 44; and

 

      Whereas, five to nine children out of every 100 have a serious mental illness or emotional disorder; and 

 

      Whereas, seven out of ten children in juvenile detention have at least one mental illness; and

 

      Whereas, mental illness costs the United States approximately seven billion dollars in lost wages and productivity; and

 

      Whereas, research shows childhood and adult mental illness is treatable and future episodes preventable with timely and proper treatment; and

 

      Whereas, the National Alliance on Mental Illness, also known as NAMI Johnson County observes Mental Illness Awareness Week to educate and raise awareness and understanding about mental illness; and

 

      Now, therefore, be it resolved, that we, the Johnson County Board of Supervisors, do hereby proclaim the week of October 5-11, 2008 as:

 

      Mental Illness Awareness Week

 

      And urge all to seek education and treatment when needed.

 

      Motion by Stutsman, second by Meyers, to approve Proclamation 10-01-08-01.
