JOHNSON COUNTY CONSERVATION BOARD JOINT MEETING WITH THE
JOHNSON COUNTY BOARD OF SUPERVISORS
MEETING MINUTES
OCTOBER 15, 2008
BOARD MEMBERS: President Tom Hoff, Loren Horton, Vice-President Gerald Morgan, Secretary Julie Gunnells
STAFF MEMBERS: Director Harry Graves, Secretary/Office Manager Rose Grace, Assistant County Attorney Scott Finlayson, Naturalist Brad Freidhoff, Field and Shop Superintendent Larry Lovetinsky
Meeting was called to order at 5:33 p.m. by President Tom Hoff.
Minutes:
Motion was made by Gerald Morgan approving the regular meeting minutes of September 17, 2008. Seconded by Loren Horton and the vote was as follows: Julie Gunnells, aye, Loren Horton, aye, Gerald Morgan, aye. Motion carried.
Board member Amy Bouska arrived at 5:34 p.m.
Bills:
Motion was made by Loren Horton approving Department 24 bills in the amount of $17,035.08 and a Department 82 bill in the amount of $1,625.00. Seconded by Loren Horton and the vote was as follows: Julie Gunnells, aye, Loren Horton, aye, Amy Bouska, aye, Gerald Morgan, aye. Motion carried.
The Director went over the financial report and activities for the past month.
Business:
1. The Johnson County Conservation Board held a joint meeting with Rod Sullivan, Sally Stutsman, Terrence Neuzil, Larry Myers and Pat Harney of the Johnson County Board of Supervisors. Trail management and maintenance, which is currently under the aegis of the Johnson County Secondary Roads Department, was discussed at length. Motion was made by Amy Bouska to have the Director continue discussions with the Board of Supervisors regarding the JCCB taking on the responsibility of trail maintenance and management. Seconded by Gerald Morgan and the vote was as follows: Julie Gunnells, aye, Loren Horton, aye, Amy Bouska, aye, Gerald Morgan, aye. Motion carried.
2. Architect John Shaw, Iowa City, gave a power point presentation showing floor plans and drawings of the new Conservation Headquarters and Conservation Maintenance Facility buildings which will be built at Kent Park. Vic Amoroso, Mechanical Engineer with AJ Associates, North liberty, discussed an example of a typical geothermal HVAC system that his firm would design for the buildings. Josh Busard of the Johnson County Planning and Zoning Department, who is a LEED Accredited Professional, discussed the projects checklist for LEED on both buildings. The proposed design of the building will qualify for LEED Certification. No formal action taken.
4. Motion was made by Loren Horton authorizing the Director to prepare a Request For Proposals (RFP) for the update of the JCCB’s Long Range Strategic Plan for the Board’s consideration at their November meeting. Seconded by Amy Bouska and the vote was as follows: Julie Gunnells, aye, Loren Horton, aye, Amy Bouska, aye, Gerald Morgan, aye. Motion carried.
3. Architectural/Engineering proposals for the upgrade of the Kent Park Campground were received from four firms: Arcadian Engineering, Oxford; Shoemaker & Haaland, Coralville; Shive-Hattery, Inc.; Cedar Rapids and Hart-Frederick Consultants P.C., Tiffin. Board members, director and staff will review the proposals and a decision will be discussed at the next meeting.
5. Playground equipment for the Hills Access was budgeted for in FY ‘09 in the amount of $25,000.00. A quote was received from Boland Recreation, Marshalltown, for a Miracle Mega Tower Structure® at a total delivered price of $25,000.00. This price includes a Single Post Swing Frame with 2 tot seats and 2 belt seats at no additional cost. Motion was made by Loren Horton to approve the quote received. Seconded by Julie Gunnells and the vote was as follows: Julie Gunnells, aye, Loren Horton, aye, Amy Bouska, aye, Gerald Morgan, aye. Motion carried.

Motion was made by Loren Horton to adjourn at 7:45 p.m. Seconded by Gerald Morgan with a unanimous vote.
