Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 6:20 p.m. Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.
Assistant County Attorney Andy Chappell said nothing has changed since their discussions one or two month ago other than he has reviewed the release and it is in language Chappell is comfortable with. If the Board is willing to move forward, it can be put on the December 18, 2008 formal meeting agenda. He will get approval from R. Sullivan and have it checked by that time. Harney asked if the party has fully agreed to the settlement. Chappell said yes. Stutsman asked what the settlement was. Chappell said this has to do with a bridge taken out during an automobile accident. The County has been negotiating with the individual's insurance company and agreed to share the cost of an expert to obtain a valuation for the bridge. The expert said the value is around $119,000, this is what the County would be entitled to if they decided to sue him. The insurance company is offering to pay the policy limit which is $100,000. Chappell said he thinks this is a good offer and the County also has another option to pursue to make up the difference.
Neuzil asked if the $100,000 will be allocated to the General Fund. Chappell said yes and the Board can then decide how to spend it. He said this is money coming in for loss and there are no requirements that the Board spend it on anything in particular. Neuzil said he thinks Secondary Roads would like to have that money in their budget and that is reasonable to think so. Meyers said they will have to make a decision as to whether to rebuild the bridge or not. Neuzil said this is the Cosgrove Bridge. R. Sullivan asked if Chappell will go ahead and prepare the paperwork for them to sign next week.
Executive Assistant Mike Sullivan said there is a budget work session scheduled for December 15, 2008. This meeting will cover the Board of Supervisors, Human Resources, Facilities Department, and Information Technology Department. On December 16, 2008, Harney, Neuzil, Facilities Director David Kempf, and M. Sullivan will meet with some of the GSA representatives from Des Moines, Iowa to discuss the proposal for the property south of the Courthouse. M. Sullivan is scheduled to meet with County Attorney Janet Lyness and County Engineer Greg Parker. The SEATS/Secondary Roads Open House has been rescheduled for December 16, 2008 at 4:00 p.m. On December 17, 2008, a Secondary Roads budget meeting to include the Sheriff's Department, Court Services, and Law Enforcement proceeds. On December 18, 2008, after the Board's regularly scheduled meeting, the County will hold the Annual Employee Recognition Program in the Board room.
Harney completed a walk through of the new Health and Human Services Building and noted that moving into the building has been postponed until mid January, 2009. He attended a liaison meeting with Ambulance Director Steve Spenler, a Coralville Chamber Round Table meeting, site visits to the areas that were on the December 11, 2008 formal agenda, and a meeting with County Engineer Greg Parker.
Stutsman thanked the community for all their support during her family's recent tragedy. The cards, phone calls, and prayers are really appreciated more than she can ever express verbally. She thanked the first responders, the Sheriff's Department, the Medical Examiner's Office, which was just wonderful, and the staff at University of Iowa Hospitals and Clinics. She said that it has been tough and Johnson County has great people to help.
Neuzil attended a Finance Committee meeting and noted the importance at this time to focus on strategic issues and discuss them with the Board. He attended the Homeless Childrens' Trust. He will be bell ringing for the Salvation Army at Hy-Vee Food Store on Waterfront Drive at 6:00 p.m. on December 16, 2008. Neuzil reported that he will be having a Listening Post on December 16, 2008 at Corridor Coffee, off Highway 965 at 7:30 a.m.
Meyers attended a MECCA Board meeting and a liaison meeting with SEATS Director Tom Brase.
R. Sullivan noted that due to upcoming holidays, the Board will meet on December 23, 2008 and December 30, 2008, and the Board's annual Formal Organizational meeting is scheduled for January 2, 2009.
