MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

DECEMBER 18, 2008

 

      Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

 

      Unless otherwise noted, all actions were taken unanimously.

 

      Motion by Stutsman, second by Meyers, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

 

      Motion by Meyers, second by Stutsman, to approve the minutes of the formal meeting of December 11, 2008. 

 

      Motion by Harney, second by Neuzil, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

 

      Motion by Stutsman, second by Meyers, to accept the Recorder’s Report of Fees Collected for the month of November, 2008, in the amount of $112,504.81, as submitted by County Recorder Kim Painter.

 

      Recessed to informal meeting at 9:02 a.m.; reconvened at 9:08 a.m.

 

      Motion by Neuzil, second by Stutsman, to approve and authorize the County Auditor to send the Request for Proposals for the implementation of GASB 45.  

 

RESOLUTION 12-18-08-01

RESOLUTION APPROVING AN APPLICATION TO THE REGION 10 REGIONAL PLANNING AFFILIATION (RPA) FOR REGIONAL TRANSPORTATION ENHANCEMENT FUNDS TO CONSTRUCT A SEPERATED TRAIL ALONG MEHAFFEY BRIDGE ROAD FROM NORTH LIBERTY TO THE INTERSECTION OF SUGAR BOTTOM ROAD

 

      Whereas, the Johnson County Engineer has recommended that the County make application to fund an approximate 2.83 mile separated trail section from North Liberty to the intersection of Sugar Bottom Road along Mehaffey Bridge Road; and

 

      Whereas, the total project estimate is $750,000.00; and

 

      Whereas, the County is applying for funding from the Program in the amount of $245,000.00 to construct the project; and

 

      Whereas, the county, if awarded the grant, must provide an additional $505,000.00 to construct the project; and

 

      Whereas, it is now necessary for the County Board of Supervisors to approve said application.

 

      Now, therefore, be it resolved, by the Board of Supervisors of Johnson County, Iowa that the aforementioned application is hereby accepted and approved.

 

      Be it further resolved, that Johnson County will be responsible for the maintenance and operation of the Project, and that the County will adequately maintain the Project for public use for a term of not less than 20 years from the date of acceptance of the Project.

 

      Be it further resolved, that the Chair is hereby directed to execute said application on behalf of the County.

 

      Motion by Harney, second by Stutsman, to approve Resolution 12-18-08-01. 

 

      Motion by Neuzil, second by Meyers, to approve and authorize the Chairperson to sign the release and accept payment to the County regarding damage to Cosgrove Road bridge owned by Johnson County.

 

      Motion by Stutsman, second by Meyers, to approve and authorize the Chairperson to send Karin Franklin a letter of appreciation and certificate for serving on the Johnson County Livable Community for Successful Aging Policy Board.

 

      Adjourned to informal meeting at 9:15 a.m.
