Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:31 a.m. Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.
County Treasurer Tom Kriz said Mike Cooper has come to them with proper documentation from the Department of Health and Human (DHS) showing Cooper qualifies for a tax suspension on his property at 3463 Oak Hill Drive NE, North Liberty. As a reminder, a suspension means taxes still accrue on the property but the property cannot be sold at tax sale and the tax money will be repaid at the change of ownership or repaid at a later date. Kriz said that Cooper meets the requirements. Also, the County has the proper documentation from DHS, and Cooper has asked that property taxes be suspended at this time. Kriz said they have had some of these in the past and this is only a suspension, not abatement.
Stutsman said once a person is eligible for tax suspension through DHS, the Board is just asked to approve it. Kriz said correct, they just bring it to the Board in a formal session for approval. The paperwork Cooper has completed seems to be in place and he certainly would qualify for suspension. Neuzil asked if this item should be moved to a formal agenda. Kriz said he would like to move it to the formal agenda unless there are any additional questions. The September 2008 tax payment was made so the taxes are currently current on the property. This suspension would start with the March 2009 payment. The Board agreed to put the item on a future formal agenda for approval.
Executive Assistant Mike Sullivan said they are going to have a Criminal Justice Coordinating Committee (CJCC) Workgroup Meeting January 15, 2009 at 2:00 p.m. with CJCC Coordinator Bob Elliott, County Attorney Janet Lyness, and Harney. The Board has a MH/DS Planning Council Meeting January 15 2009 at 4:00 p.m. Monday, January 19, 2009, is a holiday, Martin Luther King Jr. Day. On January 21, 2009 there is a Strategic Planning Meeting scheduled at 9:00 a.m., a Budget Meeting at 1:00 p.m., and a Safety Committee Meeting at 2:30 p.m. The regular Board Meeting is scheduled January 22, 2009 at 9:00 a.m. The Iowa State Association of Counties Supervisor's School is scheduled for January 23, 2009 in Des Moines. Neuzil asked if the January 20, 2009 Department Head Meeting was officially cancelled. M. Sullivan said yes. Stutsman asked if there is a Budget Meeting the afternoon of January 21, 2009. M. Sullivan said yes. Stutsman said she has a Joint Dispatch Meeting on January 16, 2009 at 9:00 a.m. R. Sullivan said he has the same thing on his calendar but he thought it was cancelled.
Neuzil asked County Engineer Greg Parker to explain what HBRR means. Parker said HBRR is an acronym for bridge funds that are available on the highway system in the State of Iowa. The funds can be utilized for only that specific purpose, which would be specific bridges in the system. Parker said the agreement for Project BRS-CO52(66)--60-52, Black Diamond Road Bridge replacement over Old Man’s Creek is a standard, Federal agreement through the DOT. Staff has been working hard to get this project through. This bridge is an old pony tress on the western part of the County at the end of Black Diamond Road. They are looking at an April 2009 letting for the project. The County is required to have this agreement approved by the Board in order to receive up to 80% of total construction costs through the fund source. Parker said the recommendation would be to put this item on the formal agenda for Board consideration on January 22, 2009. The Board agreed to do so.
Meyers attended a Five Point Strategic Planning Process meeting, a Housing Action Team meeting, and a liaison meeting with SEATS Director Tom Brase.
R. Sullivan said he has been assigned to the Chamber of Commerce’s Local Government Affairs and Local Ag and Biosciences Committees. He attended the Livable Communities Group meeting.
Stutsman had a liaison meeting with Planning and Zoning Administrator Rick Dvorak, a Communications Committee meeting, and took a tour of the new Health and Human Services Building.
Harney attended the Communication Committee meeting, the Community Foundation of Johnson County meeting, a liaison meeting with Dvorak, a liaison meeting with Human Resources Coordinator Lora Shramek, and a Communications Policy Board meeting.
Neuzil said he will be having a Listening Post on January 21, 2009 at Bruegger's in Coralville at 7:30 a.m.
