      Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 6:36 p.m.  Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

 

Human Resources Administrator Lora Shramek: Revision of Wireless Telecommunication Policy to Include Data Plan Allowance of up to $20/Month Effective January 1, 2009

 

      Neuzil said the Board needs to make potential changes to the employee handbook to include the data plan.  Shramek said several department heads requested the addition of a data plan to the County wireless telecommunication policy at the Key Issues meeting on February 11, 2009.  The current policy allows up to $40 a month for cellular phones.  The policy would be updated for an additional $20 for the data plans.  The recommendation is to make that retroactive to January 1, 2009, and that would be effective for individuals as approved by the department head.  She said she has updated the handbook policy and tried to keep it simple and to the point.

 

      Sullivan said he wants it to be clear that it requires departmental head approval for reimbursement, just like the cell phone policy.  R. Sullivan asked if that is clear.  Shramek said she is most certain it is.  She will double check before the policy is formally approved next week.  Neuzil said they will track prices for the data plans but at least at this point some employees will benefit from the reimbursement.  He said they did make note to remind elected officials and department heads that they are to live within their existing budgets if they choose to fund this plan.  Shramek said yes.  Neuzil said they will put this on next week for approval.

 

Reports and Inquiries from the Board of Supervisors

 

      Meyers had a liaison meeting with County Engineer Greg Parker.

 

      Sullivan attended the Iowa State Association of Counties (ISAC) meeting on March 3 and 4, 2009 in Des Moines, the Ag Committee Chamber Meeting on March 10, 2009, and the Local Governmental Affairs Chamber Meeting on March 12, 2009.  Sullivan attended a meeting with the Livable Communities for Successful Aging group and the Prairie Preview on March 10, 2009.  Sullivan said there are active road embargos right now and if the public has any questions about these, they are listed on the County website.  He encouraged anyone with questions to keep checking the website and to call Secondary Roads with any questions. 

 

      Stutsman had an electronic public hearing with ECICOG on March 9, 2009.  Stutsman attended an Open House Committee meeting.  She attended the Ag Committee meeting on March 10, 2009 and the Local Government Affairs Chamber Meeting on March 12, 2009.  Stutsman met with representatives from the Sheriff's Department, Public Health, and Planning and Zoning.  Stutsman also met with Secondary Roads and attended a site visit at Tate School.  Stutsman attended a meeting with the Evaluation Committee on March 11, 2009.  

 

      Harney attended the Criminal Justice Coordinating Committee meeting whose name has been formally changed to the Justice Center Coordinating Committee.  Harney had an electronic public hearing with ECICOG on March 9, 2009.  Harney attended Governor Chet Culver's visit to the Old Capitol in Iowa City and the County Elected Officials' and Department Heads meeting.  Harney attended the ISAC meeting in Des Moines on March 5, 2009.  Harney attended an Open House Committee Meeting, a Coralville roundtable, and the Visitor's Bureau Chamber Meeting in Coralville.

 

      Neuzil attended the ISAC Meeting in Des Moines and the National Association of Counties Legislative Conference.  Neuzil congratulated Senator Tom Harkin for being named NACo Legislator of the Year.  Neuzil said he has a Listening Post at the Coralville Bruegger's scheduled on March 13, 2009 at 7:00 a.m.  Neuzil attended the E911 Board Meeting on March 12, 2009.  Neuzil was a guest speaker at the University of Iowa for the School of Journalism and Mass Communications Instructor Jennifer Hemmingsen.
