MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

APRIL 23, 2009

 

      Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

 

      Unless otherwise noted, all actions were taken unanimously.

 

PROCLAMATION 04-23-09-01

JOHNSON COUNTY

PROCLAMATION ON THE WEEK OF THE YOUNG CHILD

 

      Whereas, Iowa City Association for the Education of Young Children (ICAEYC), Johnson County Empowerment, Prevent Child Abuse-Johnson County, and other local organizations acknowledge that today’s children are tomorrow’s leaders; and

 

      Whereas, these organizations are working to build a stronger community by improving early learning opportunities, which are crucial to the growth and development of young children; and

 

      Whereas, over 90% of brain development occurs in the first three years of life, and all young children and their families deserve access to high-quality early care, education, and health services; and

 

      Whereas, these organizations have joined together to sponsor an early childhood event serving children 0 to 8 on Saturday, April 25th from 10 a.m. to noon at Sycamore Mall in Iowa City; and 

 

      Now therefore, we, the Johnson County Board of Supervisors, do hereby proclaim April 19-25, 2009 as “Week of the Young Child” and encourage all citizens in Johnson County to work to ensure that our community provides opportunities for early care, education, and health services for young children and their families.

 

      Motion by Sullivan, second by Meyers, to approve Proclamation 04-23-09-01. 

 

      Motion by Sullivan, second by Stutsman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

 

      Motion by Meyers, second by Stutsman, to approve the minutes of the formal meeting of April 16, 2009. 

 

      Motion by Harney, second by Sullivan, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

 

      Motion by Harney, second by Sullivan, to accept the low bid of $236,311.00 from Binns and Stevens, Oskaloosa, Iowa for Secondary Roads project 2009 Johnson County Dust Control Safety Program and authorize the Chairperson to sign a contract and bond.

 

      Motion by Meyers, second by Stutsman, to accept the low bid of $8,882.50 from United Seeds, Inc., Omaha, Nebraska for Secondary Roads project 2009 Seed and Fertilizer Program and authorize the Chairperson to sign a contract and bond.

 

      Motion by Stutsman, second by Sullivan, to accept the low bid of $458,955.00 for Division 1 and $23,400.00 for Division 2 (Conservation Department) for a total of $482,355.00 from L.L. Pelling Company, North Liberty, Iowa for Secondary Roads project 2009 Bituminous Resurfacing Program (various locations) and authorize the Chairperson to sign a contract and bond.

 

      Motion by Sullivan, second by Meyers, to approve and authorize the Chairperson to sign the Agreement between the City of Iowa City, Iowa and Johnson County regarding the Recovery Act Justice Assistance Grant (JAG) Program Award.

 

      Motion by Stutsman, second by Sullivan, to approve and authorize the Chairperson to sign an Application for Fireworks Permit for Dennis W. Long, 8 Brickwood Knoll, NE, Iowa City, on July 3, 2009.
