MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

MAY 7, 2009

 

      Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Terrence Neuzil, Sally Stutsman, and Rod Sullivan; absent: Larry Meyers.

 

      Unless otherwise noted, all actions were taken by the following vote: Roll call: aye: Harney, Stutsman, Neuzil, Sullivan; absent: Meyers.

 

RESOLUTION 05-07-09-01

DECLARING MAY 4-10, 2009 AS NATIONAL COUNTY GOVERNMENT WEEK AND ITS THEME “GREENING OUR FUTURE”

 

      Whereas, the National Association of Counties (NACO) created National County Government Week in 1991 to raise public awareness and understanding about the roles and responsibilities of the nation’s counties to meet the needs of the community; and

 

      Whereas, Johnson County takes seriously our responsibility to protect and enhance the health, welfare and safety of our residents in sensible and cost-effective ways; and

 

      Whereas, many county government initiatives and programs involve the protection of valuable and vulnerable environmental resources; and

 

      Whereas, Johnson County has been an environmental leader by creating the first ever Greenhouse Gas Reduction and Sustainability Plan for Johnson County Government Operations and becoming the first county in Iowa to not only join the Sierra Club Cool Counties Initiative, but to pass a Sensitive Areas Ordinance; and

 

      Whereas, the new Johnson County Health and Human Services building and the new Conservation Office and Maintenance Facility are all on track to become LEED certified;

 

      Now, therefore, be it resolved by the Board of Supervisors of Johnson County, Iowa that May 4-10, 2009 is National County Government Week and we encourage all Johnson County residents to join us in finding ways to help “Green Our Future”.

 

      Motion by Sullivan, second by Stutsman, to approve Resolution 05-07-09-01.

 

      Motion by Stutsman, second by Sullivan, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

 

      Motion by Sullivan, second by Stutsman, to approve the minutes of the formal meeting of April 30, 2009. 

 

      Motion by Harney, second by Sullivan, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors. 

 

      Motion by Sullivan, second by Stutsman, to accept the Recorder’s Report of Fees Collected for the month of March, 2009, in the amount of $145,586.16, as submitted by County Recorder Kim Painter. 

 

      Motion by Stutsman, second by Sullivan, to approve and authorize the Chairperson to sign a letter authorizing the County to request an extension of time from FEMA to determine future action for the Sutliff Bridge.

 

      Motion by Sullivan, second by Stutsman, to approve and authorize the Chairperson to sign the revised and approved bylaws for the Johnson County Planning Council and for the Johnson County Targeted Case Management Advisory Board.

 

      Motion by Sullivan, second by Stutsman, to approve and authorize the Chairperson to sign the annual Community Mental Health Center Affiliation Agreement.

 

      Motion by Harney, second by Stutsman, to approve the updated Word Processor III job description for Mental Health/Disability Services.

 

      Motion by Stutsman, second by Harney, to approve establishing the first half of FY10 health care self-funded rates (single, family, and Medicare Carveout).

 

      Motion by Stutsman, second by Harney, to approve and authorize the Chairperson to sign a letter to the Shelter House Overflow Project Proposal.  Roll call: aye: Harney, Sullivan, Neuzil; nay: Sullivan; absent: Meyers.

 

      Motion by Sullivan, second by Neuzil, to appoint Laura Hoover, and Jennifer Price to the Johnson County Historic Preservation Commission for unexpired terms ending December 31, 2009 and December 31, 2011.  Roll call: aye: Neuzil, Sullivan; nay: Harney, Stutsman; absent: Meyers. 

 

      Motion by Harney, second by Stutsman, to approve and authorize the Chairperson to sign an Application for Fireworks Permit for Larry Bartlett, Solon, for display at Hidden Acres Development, Johnson County on July 4, 2009.

 

      Motion by Sullivan, second by Stutsman, to approve and authorize the Chairperson to sign an Application for Fireworks Permit for Ron Holubar, 4488 Sutliff Road, NE, Solon, on May 24, 2009.
