MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

JUNE 4, 2009

 

      Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m.  Members present were: Pat Harney, Larry Meyers, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

 

      Unless otherwise noted, all actions were taken unanimously.

 

      Motion by Stutsman, second by Sullivan, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

 

      Motion by Sullivan, second by Meyers, to approve the minutes of the formal meeting of May 28, 2009. 

 

      Motion by Meyers, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

 

      Motion by Sullivan, second by Meyers, to approve and authorize the Chairperson to sign: a New Application for a Class C Liquor License, Application for Catering Privilege, Outdoor Service Area, and Application for Sunday Sales Privilege for Wildwood Smokehouse and Saloon, Iowa City, as submitted by Joe Burnett.

 

      Motion by Sullivan, second by Meyers, to approve and authorize the Chairperson to sign: a Renewal Application for a Class C Beer Permit and Application for Sunday Sales Privilege for I-380 Citgo, Swisher, as submitted by Frese, Inc.

 

      Convened Public Hearing on proposed plans, specifications, form of contract and estimated total cost for Johnson County Administration Building Renovation Project at 9:02 a.m.

 

      Facilities Manager David Kempf presented plans and projected completion dates for the remodeling project.  Board members discussed with Kempf questions and concerns relating to the project.  Kempf said project bids will be opened on June 30, 2009.  A set of Plans and Specifications will be on file at the Johnson County Auditor’s Office.  No one from the public spoke.

 

      Public Hearing closed at 9:13 a.m.

 

RESOLUTION 06-04-09-01

 

RESOLUTION APPROVING PLANS AND SPECIFICATIONS, FORM OF CONTRACT, COST ESTIMATE AND REQUESTING BIDS FOR JOHNSON COUNTY ADMINISTRATION BUILDING RENOVATION PROJECT

 

      Whereas, a public hearing was conducted on the 4th day of June, 2009, concerning proposed plans, specifications and form of contract for, and the estimated cost of, the Johnson County Administration Building Renovation Project; and

 

      Whereas, the Johnson County Board of Supervisors has given due consideration to said proposed plans, specifications, form of contract for, and the estimated cost of, said construction project along with objections and evidence for or against the same as reflected by the record of the public hearing.

 

      Now, therefore, be it resolved that the proposed renovation of the Johnson County Administration Building is in the best interest of Johnson County; and

 

      Be it further resolved that the estimated total cost of Johnson County Administration Building Renovation Project is $723,000.00; and

 

      Be it further resolved that the proposed plans, specifications and form of contract for, and the estimated total cost of said construction, are hereby approved as the plans, specifications and form of contract for, and estimated cost of said construction project; and

 

      Be it further resolved that sealed bids for the Johnson County Administration Building Renovation Project be solicited for receipt by the Johnson County Auditor, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, until 1:00 P.M. Central Time, June 30, 2009.  Notice to bidders to be published pursuant to the Iowa Code; and

 

      Be it further resolved that the bid security to accompany each bid for the construction of the project shall be in the amount of five percent (5%) of the amount of the bid; and

 

      Be it further resolved that pursuant to Iowa Code Section 26.11, David Kempf, Johnson County Facilities Manager, is hereby delegated the duty of receiving and opening bids for this project, announcing the results, and reporting the results of the bidding with his recommendations to the Board of Supervisors at its next regular meeting or at a special meeting called for that purpose.

 

      Motion by Harney, second by Stutsman, to approve Resolution 06-04-09-01.

 

      Motion by Meyers, second by Stutsman, to accept the low bid of $1,381,614.24 from Peterson Contractor, Inc, Reinbeck, Iowa, for Secondary Roads IDOT Project BRS-C052(66)--60-52 and authorize the Chairperson to sign a contract and bond.

 

      Motion by Stutsman, second by Meyers, to approve the right-of-way acquisition for an intersection improvement project at the intersection of 120th Street and Derby Avenue, Section 3, T81N, R8W, Monroe Township, Johnson County Project LFM-120-DB--7X-52, and to sign a right-of-way agreement for a portion of 120th Street and Derby Avenue for $2,250.00 with Wells Fargo Bank N.A. (f/k/a Wells Fargo Bank Iowa N.A. and Norwest Bank Iowa and Peoples Bank and Trust Company) Trustees of Trust B under the Last Will and Testament of Godfrey Frank Vondracek.

 

      Motion by Stutsman, second by Meyers, to approve the right-of-way acquisition for an intersection improvement project at the intersection of 120th Street and Derby Avenue, Section 3, T81N, R8W, Monroe Township, Johnson County Project LFM-120-DB--7X-52, and, to sign a right-of-way agreement for a portion of 120th Street and Derby Avenue for $3,150.00 with Kevin and Joan Vondracek.

 

      Motion by Harney, second by Sullivan, to approve and authorize the Auditor to publish a Notice to Bidders setting a bid letting date of June 30, 2009 at 10:00 a.m. for Grading and HMA Paving at the Intersection of 120th Street and Derby Avenue, Johnson County Project LFM-120-DB--7X-52.

 

      Motion by Stutsman, second by Meyers, to approve using Purple Wave online auction services to dispose of surplus equipment and furniture.

 

      Motion by Sullivan, second by Stutsman, to approve and authorize the Chairperson to send Valerie Scher a letter of appreciation and certificate for serving on the Johnson County SEATS Paratransit Advisory Committee.

 

      Motion by Harney, second by Stutsman, to accept an invitation to have County representation on the Iowa City/Coralville Area Convention & Visitors Bureau Board of Directors.

 

      Motion by Meyers, second by Stutsman, to appoint Rod Sullivan to the Iowa City/Coralville Area Convention & Visitors Bureau Board of Directors.  Roll call: aye: Harney, Stutsman, Neuzil, Meyers; abstain: Sullivan.

 

      Motion by Sullivan, second by Meyers, to approve and authorize the Chairperson to sign an Application For Fireworks Permit for Chris Handley, Solon, for display at the corner of Putnam Street and Morse Road, Johnson County on July 3 or 4, 2009.

 

      Motion by Sullivan, second by Meyers, to approve and authorize the Chairperson to sign an Application For Fireworks Permit for Harold L. Hopp, 3149 Sandy Beach Road, N.E., Solon, on July 3, 2009, (rain date July 4, 2009.)

 

      Motion by Sullivan, second by Meyers, to approve and authorize the Chairperson to sign an Application For Fireworks Permit for Cottage Reserve Corporation/Firehouse Pyrotechnics, Walford, for display at the main boat ramp at Lake MacBride State Park, Solon, on July 4, 2009, (rain date July 5, 2009.)
