MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

OCTOBER 1, 2009

 

      Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Building at 9:01 a.m.  Members present were: Pat Harney, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

 

      Unless otherwise noted, all actions were taken unanimously.

 

      The following members of the public spoke in favor of property tax abatements for businesses adversely affected by the 2008 flood: Eugene "Chick" Meade, Sonja Hunt, Brian Ho, Pam Meade, and Steve King.

 

      Motion by Sullivan, second by Stutsman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

 

      Motion by Stutsman, second by Sullivan, to approve the minutes of the formal meeting of September 24, 2009 and September 29, 2009. 

 

      Motion by Harney, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

 

      Motion by Sullivan, second by Harney, to approve and authorize the Chairperson to sign a Renewal Application for a Class B Beer Permit, and Application for Sunday Sales Privilege for Ruzicka's Meat Processing Inc., Iowa City, as submitted by Jeff Ruzicka.

 

      Motion by Stutsman, second by Sullivan, to vacate of portion of the Level “B” Section of Roadway, Johnson-Cedar County Line Road, located in Section 13, Township 81 North, Range 5 West in Cedar Township.  Roll call: aye: Stutsman, Sullivan; nay: Harney, Neuzil.

 

RESOLUTION 10-01-09-T1

TRANSFERRING FROM THE CAPITAL PROJECTS FUND TO THE DEBT SERVICE FUND

 

      Whereas, the Capital Projects Fund has budgeted monies for both projects as defined by the Board of Supervisors or debt retirement; and

 

      Whereas, there is $1,000,000 available to apply to the payment of outstanding debt.

 

      Therefore be it resolved that the Auditor is authorized to transfer $1,000,000 from the Capital Projects Fund to the Debt Service Fund.

 

      Motion by Stutsman, second by Sullivan, to approve Resolution 10-01-09 T1. 

 

RESOLUTION 10-01-09-01

A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF JOHNSON, IOWA APPROVING THE APPLICATION(S) FOR THE PURPOSE OF RECEIVING BENEFITS FROM THE WASHINGTON COUNTY RIVERBOAT FOUNDATION

 

      Whereas, the Washington County Riverboat Foundation has grant funds available that target Community Development and Beautification, Economic Development, Arts and Education, Human and Social Needs, and

 

      Whereas, the Washington County Riverboat Foundation has a grant application cycle that ends October 9, 2009, and

 

      Whereas, the County of Johnson is supportive of these targets for improvements to the community and County, and

 

      Whereas, one or more applications from the County of Johnson and/or from organizations with projects that will take place on municipal property, will be submitted to the Washington County Riverboat Foundation by the October 9, 2009, deadline,

 

      Now Therefore Be it Resolved by the Board of Supervisors of the County of Johnson, Iowa that the County of Johnson authorizes the following grant application to be submitted to the Washington County Riverboat Foundation for the October 9, 2009, application cycle:

 

1.  Johnson County Ambulance for “Johnson County First Response Safety Education Program.”

 

      Motion by Sullivan, second by Stutsman, to approve Resolution 10-01-09-01. 

 

      Motion by Stutsman, second by Sullivan, to commit $1,000 as matching funds for the Eastern Iowa Tourism Association grant application to develop a brochure highlighting historical sites in Johnson County.

 

      Motion by Sullivan, second by Harney, to appoint Judge Douglas Russell to the Criminal Justice Coordinating Committee.

 

      Motion by Sullivan, second by Harney, to appoint Sally Stutsman as Board of Supervisors Vice-Chairperson.

 

      Motion by Sullivan, second by Harney, to appoint Sally Stutsman to the Iowa City Area Chamber of Commerce Board of Directors.  

 

      Motion by Sullivan, second by Stutsman, to approve and authorize the Chairperson to sign an Application For Fireworks Permit for Joe Rasmussen, 4098 180th Street, Solon, on October 17, 2009.
