MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

OCTOBER 22, 2009

      Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Building at 9:00 a.m.  Members present were: Pat Harney, Terrence Neuzil, Sally Stutsman, and Rod Sullivan.

      Unless otherwise noted, all actions were taken unanimously.

Motion by Stutsman, second by Sullivan, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Sullivan, second by Stutsman, to approve the minutes of the formal meeting of October 15, 2009. 

Motion by Sullivan, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Stutsman, second by Sullivan, to approve and authorize Andy Johnson, as Authorized Representative for Johnson County, to sign a Contract for Services with Hawkeye Title and Settlement for title search and abstract services for flood damaged properties acquired with funding from Iowa Homeland Security and Emergency Management.

RESOLUTION 10-22-09-01

RESOLUTION ADOPTING THE JOHNSON COUNTY HAZARD MITIGATION PLAN

      Whereas, the Board of Supervisors has heretofore deemed it necessary and desirable to have a Hazard Mitigation Plan that identifies potential hazards and the actions that need to be taken to reduce or eliminate the long term risks to human life and property from those hazards for the citizens of unincorporated Johnson County; and

      Whereas, a Local Mitigation Plan, as defined in 44 CFR Section 201.6 is required for local jurisdictions that elect to participate in FEMA hazard mitigation programs as a subapplicant or subgrantee; and

      Whereas, the Johnson County Hazard Mitigation Plan 2009 was funded by an HMGP planning grant; and

      Whereas, the East Central Iowa Council of Governments (ECICOG) with the help of the Hazard Mitigation Planning Committee has prepared the hazard mitigation plan, that has now been placed on file in the Board of Supervisor’s Office for public inspection; and

      Whereas, a period for public comment has now been held in accordance with published notice of the same as by law provided; and

      Whereas, the Johnson County Emergency Management Coordinator has recommended approval of the same,

      Now, Therefore, be it Resolved by the Board of Supervisors of Johnson County, Iowa, that the above-referenced Johnson County Hazard Mitigation Plan 2009 be approved and the same is hereby approved.

Motion by Stutsman, second by Sullivan, to approve Resolution 10-22-09-01.

Motion by Sullivan, second by Stutsman, to approve a fee of $25.00 for well water sampling services by Johnson County Public Health.
