MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
DECEMBER 31, 2009
Chairperson Neuzil called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Building at 9:00 a.m. Members present were: Pat Harney, Terrence Neuzil, Janelle Rettig, Sally Stutsman, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
Motion by Stutsman, second by Rettig, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.
Motion by Sullivan, second by Stutsman, to approve the minutes of the formal meeting of December 22, 2009.
Motion by Harney, second by Sullivan, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Rettig, to approve and authorize the Chairperson to sign the 2009 Weed Commissioner’s Annual Report.
Motion by Sullivan, second by Stutsman, to approve and authorize the Chairperson to sign a 28E Agreement between the City of Coralville, Iowa, and Johnson County, Iowa, to provide space for the Johnson County Ambulance Service at the Coralville Fire Station for $525.00 per month rent.
RESOLUTION 12-31-09-01
RESOLUTION SUPPORTING THE 2010 CENSUS AWARENESS AND OUTREACH EFFORTS
Whereas, the U.S. Census Bureau is required by the Constitution of the United States of America to conduct a count of the population and provide a historic opportunity for Johnson County to help shape the foundation of our society and play an active role in American democracy; and
Whereas, Johnson County is committed to ensuring every resident is counted; and
Whereas, more than $300 billion per year in federal and state funding is allocated to communities and decisions are made on matters of national and local importance based on census data, including healthcare, community development, housing, education, transportation, social services, employment and much more; and
Whereas, census data determines how many seats each state will have in the U.S. House of Representatives as well as redistricting of state legislatures, county and city councils and voting districts; and
Whereas, the 2010 Census creates hundreds of thousands of jobs across the nation; and
Whereas, every Census Bureau worker takes a lifetime oath to protect confidentiality and ensure that data identifying respond or their household not be released or shared for 72 years; and
Whereas, a united voice from businesses, government, community-based and faith-based organizations, educators, media and others will allow the 2010 Census message to reach a broader audience, providing trusted advocates who can spark positive conversations about the 2010 Census.
Therefore, Be It Resolved, that the Johnson County Board of Supervisors, hereby supports the goals and ideals of the 2010 Census including efforts to encourage participation by Johnson County residents.
Be It Further Resolved, we ask our citizens and local organizations to partner together to achieve an accurate count; and that we encourage people in Johnson County to participate in events and initiatives that will raise overall awareness of the 2010 Census and increase participation among all populations.
Motion by Sullivan, second by Rettig, to approve Resolution 12-31-09-01.
RESOLUTION 12-31-09-02
PROPOSED CITY OF LONE TREE URBAN RENEWAL PLAN AMENDMENT
Whereas, the City of Lone Tree, Iowa (the “City”) has established the Lone Tree Urban Renewal Area (the “Urban Renewal Area”), pursuant to Chapter 403 of the Code of Iowa which includes the real property described on Exhibit A hereto (the “Property”); and
Whereas, project development needs with respect to the Property will require that the City use incremental property tax revenues, as provided for in Section 403.19 of the Code of Iowa, to be received with respect to the Property to pay the cost of certain public improvements related to the development of residential housing (the “Project”); and
Whereas, Section 403.22 of the Code of Iowa prohibits cities from collecting incremental property tax revenues for this type of project for more than eleven years without the consent of any affected county, school district and community college; and
Whereas, the City Council of the City has requested that the Board of Supervisors of Johnson County, Iowa approve this resolution in order to allow the City to use incremental property tax revenues from the Property for five additional fiscal years, as provided by law;
Now, Therefore, it is resolved by the Board of Supervisors of Johnson County, Iowa, as follows:
Section 1. Pursuant to Section 403.22 of the Code of Iowa, this Board hereby approves the use by the City of Lone Tree, Iowa, of future incremental property tax revenues produced with respect to the Property, for a total period of up to fifteen fiscal years, beginning with the second fiscal year after the year in which the City first certified debt with respect to the Property to the Johnson County Auditor.
Section 2. The County Auditor is hereby directed to forward an executed copy of this Resolution to the City Council of the City of Lone Tree.
Motion by Harney, second by Stutsman, to approve Resolution 12-31-09-02.
