MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
FEBRUARY 25, 2010
Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Pat Harney, Terrence Neuzil, Janelle Rettig, Sally Stutsman, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
Motion by Rettig, second by Sullivan, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.
Motion by Neuzil, second by Sullivan, to approve the minutes of the formal meeting of February 18, 2010.
Motion by Harney, second by Sullivan, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
RESOLUTION 02-25-10-B1
FY10 APPROPRIATION CHANGES TO VETERANS AFFAIRS (DEPT. 50) AND SEATS (DEPT. 12)
Whereas, the appropriations for Veterans Affairs Physical Health and Social Services Service Area, are not sufficient to meet payments for various operational expenses, and
Whereas, the SEATS Department has available funds in its budget; and
Whereas, pursuant to section 331.434(6) of the Code of Iowa, a department appropriation may be decreased without a public hearing if the decrease is not more than the greater of $5,000 or ten percent of the department’s total budget; and
Therefore, be it resolved that Veterans Affairs (dept. 50), Physical Health and Social Services Service Area, is herewith appropriated an additional $20,000 and a total appropriation of $119,485 for fiscal year 2009-2010. The appropriation for SEATS is decreased $20,000 for a total of $1,978,485 for fiscal year 2009-2010. The relevant county service area is Physical Health and Social Services, which remains unchanged.
Motion by Harney, second by Sullivan, to approve Resolution 02-25-10-B1.
Motion by Neuzil, second by Rettig, to approve the revised performance evaluation form for non-bargaining employees.
RESOLUTION 02-25-10-01
AUTHORIZING WEIGHT EMBARGOES ON SECONDARY ROADS
Whereas, the recent weather conditions have caused soft subgrade and surface conditions to develop on some Secondary Roads; and
Whereas, it is deemed to be in the best public interest and welfare to preserve the road system in the best possible condition; and
Whereas, Sections 321.471, 321.472, and 321.473 of the Code of Iowa provide local authorities the right to restrict the weight of vehicles;
Therefore, be it resolved that an embargo be authorized where necessary on the Secondary Roads System for Johnson County. The County Engineer is authorized beginning on February 25, 2010, to restrict gross loads on certain sections of the road system showing extreme distress at this time. He shall be authorized to restrict all traffic to an 8-ton gross load if necessary and to place temporary signs to comply with Section 321.472.
Motion by Sullivan, second by Neuzil, to approve Resolution 02-25-10-01.
Motion by Sullivan, second by Rettig, to approve and authorize the Chairperson to sign the 2010 County Farm Lease Agreement with the County and Clint Rarick for $32,000.00 cash rent, and to agree that Johnson County will absorb up to $1,500 GPS soil sampling expenses.
Motion by Sullivan, second by Rettig, to approve and authorize the Auditor to publish the Publication of Concurrent Notice to Public of Finding of No Significant Impact on the Environment and Notice to Public of Intent to Request Release of Community Development Block Grant Funds for acquisition and demolition of flood damaged properties.
Motion by Rettig, second by Sullivan, to approve and authorize the Chairperson to sign the Request for Release of Funds and Certification and the Exempt from State Historic Preservation Office Review, Project Determination Form for the Iowa Community Development Block Grant Program.
RESOLUTION 02-25-10-02
RESOLUTION APPROVING THE DISPOSAL OF A MODULAR HOME LOCATED AT 3196 HALF MOON AVENUE, NW, TIFFIN, IOWA
Whereas, the Johnson County Conservation Board has acquired property at 3196 Half Moon Avenue, NW, Tiffin, Iowa, and
Whereas, the acquired property has a modular home located on it which the Johnson County Conservation Board is not interested in using or maintaining, and
Whereas, the modular home was offered for sale and there were no bids on the modular home, and
Whereas, the Johnson County Conservation Board desires to have its staff demolish the modular home, remove the scrap from the property and either dispose of the material or salvage any material it may use in the maintenance of its facilities or find of value.
Now, Therefore, Be It Resolved by the Board of Supervisors of Johnson County, Iowa that Johnson County Conservation Board staff may demolish the modular home located at 3196 Half Moon Avenue, N.W., Tiffin, Iowa and remove the scrap from the property, and either dispose of the material or salvage any material it may use in the maintenance of its facilities or find of value.
Motion by Neuzil, second by Sullivan, to approve Resolution 02-25-10-02.
Motion by Sullivan, second by Rettig, to approve and authorize the Chairperson to send Dr. Mary Kanak a letter of appreciation and certificate for serving on the Johnson County Board of Health.
Motion by Rettig, second by Sullivan, to appoint Mary Jo Meggers to the Johnson County Board of Health for an unexpired term ending December 31, 2012.
