      Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 6:42 p.m.  Members present were: Pat Harney, Terrence Neuzil, Janelle Rettig, Sally Stutsman, and Rod Sullivan.

 

Reports and Inquiries from Executive Assistant Andy Johnson

 

      Executive Assistant Andy Johnson said the Resource Enhancement and Protection Committee met on August 11, 2010.  Johnson said the Committee meets annually to review the applications submitted to the area for Resource Enhancement and Protection funds.  They do not vote for or against the applications, but they provide comments on those that are submitted.  There were two applications this year.  The Conservation Board is submitting an application to support the trail link between Tiffin and Kent Park.  Johnson said he thinks the total cost for the project is $1.2 million, and the amount of the Conservation Board’s request is $512,000.  The Resource Enhancement and Protection Committee had positive comments about that application.

 

      Johnson said Johnson County Council of Governments (JCCOG) Assistant Transportation Planner Kristopher Ackerson is submitting a request on behalf of the City of Iowa City for the Trueblood Recreation Area Phase II.  This would include providing a parking lot, canoe landing, fishing jetty, and marina around the lake at the recreation area off of Sand Road, and the request is for $225,000.  He said the Resource Enhancement and Protection Committee also had positive comments about this application.

 

      Johnson said he has begun holding meetings regarding the Community Leadership Program Government Day, which is scheduled for December 10, 2010.  He said he is coordinating that session, so he will be gone for a few mornings to plan that.

 

Reports and Inquiries from the Board of Supervisors

 

      Harney attended a meeting with JCCOG Subcommittees, a liaison meeting with Human Resources Administrator Lora Shramek, and a liaison meeting with Information Technology Director Jean Schultz.  He said the new property viewer is installed on the web for the public to view.  He attended a site visit with the Public Health Department.  He said he addressed a lot of issues regarding some of the development and construction along Highway 1.  He has also heard some dissatisfaction about the progress on Rapid Creek Road.  He said progress on the Armory project is moving along well.

 

      Neuzil said Magistrate Karen Egerton dismissed several of the cases where Regency Mobile Home Park called for eviction of tenants.  He said the Department of Social Services and leadership from the Board has been keeping up to date on that situation and will do what they can to help those residents.  He attended a liaison meeting with Schultz.  Neuzil said he serves on the Cabinet Campaign for the United Way of Johnson County, and he attended a meeting to start the process of the Capital Campaign.  The breakfast kickoff is scheduled on September 2, 2010, from 7:00 a.m. to 8:30 a.m. at the Coralville Marriott.  Neuzil reported that a United Way Community Leaders Forum is scheduled on August 18, 2010, from 11:30 a.m. to 1:00 p.m. at the Hotel Vetro.  He said his next Listening Post is scheduled on August 17, 2010 at 4:15 p.m. at Café Iguanas in Hills.

 

      Sullivan said he had a liaison meeting with County Engineer Greg Parker.  He said he went on the Chamber of Commerce Ag Tour.  He had to leave a little early, so Kirkwood was the only part of the tour he was able to see.  Sullivan attended a meeting of the Livable Community for Successful Aging Policy Board, the Job Evaluation Team, and a Finance Committee meeting.  Sullivan said the Board of Supervisors in Polk and Story Counties are going through some of the same things Johnson County went through during the flooding in 2008.  He said if there is no objection from the Board, Sullivan would like to call a Story County Supervisor to offer any possible help.  He said the annual Foster Parent Picnic is scheduled for August 18, 2010, at City Park in Iowa City.

 

      Rettig said she serves on the State Natural Resources Commission, and she attended the August 12, 2010, meeting in Des Moines.

 

      Stutsman said the Supervisors’ Retreat was held on August 7-8, 2010, and it went very well.  She thanked Conservation Director Harry Graves for taking the group on a tour of the Conservation Building, and she thanked the SEATS Department for providing transportation for the group.  Stutsman said she was on a KCJJ radio show on the afternoon of August 10, 2010, to discuss County issues.  She said she is also participating in a Comprehensive Plan update of East Central Iowa Council of Governments (ECICOG) and their strategic planning.  She is involved in the solid waste management update.  Stutsman attended the Chamber of Commerce Ag Tour.  She attended a Department of Human Services (DHS) Council Meeting and the 16th birthday party of the Iowa Women’s Foundation.
