Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:03 a.m. Members present were: Charles Duffy, Jonathan Jordahl, Mike Lehman, Sally Stutsman, and Carol Thompson.

Unless otherwise noted, all actions were taken unanimously.

Motion by Duffy, second by Lehman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Lehman, second by Thompson, to approve the minutes of the formal meeting of January 27, 2000.

Motion by Jordahl, second by Duffy, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Reconvened public hearing on Platting Application S9841 at 9:05 a.m.

Application S9841 of Gateway Ltd., signed by Jerry Eyman, requesting preliminary and final plat approval of Gateway Second Addition, a subdivision located in the SW 1/4 of Section 5; Township 79 North; Range 5 West of the 5th P.M. in Johnson County, Iowa (This is a 1-lot, 15.0 acre, commercial subdivision, located on the north side of Herbert Hoover Highway SE, approximately 1/2 mile west of the Herbert Hoover Highway and I-80 intersection in Scott Twp.). In conjunction with this application, an application SP17 for a site plan approval will also be heard.

Jerry Eyman spoke for the application.

Motion by Duffy, second by Jordahl, to approve and authorize the Chairperson to sign the Road Improvement Contract.

Motion by Thompson, second by Duffy, to approve and authorize the Chairperson to sign the SP17 Site Plan approval for Lot 2, Gateway First Addition.

Whereas, the owner has filed application S9841 for approval of a preliminary and final plat of Gateway Second Addition, and

Whereas, the County Zoning Commission having studied said application recommends that the plat be approved.

Now, Therefore, Be It Resolved By the Board of Supervisors of Johnson County, Iowa:

1. That said plat be approved.

2. That the Chairperson be directed to sign said plat and Subdivider's Agreement.

3. This Resolution requires the recording of the following documents: Owner Certificate; Title Opinion; Certificate of the Treasurer; Subdivider’s Agreement; Road Improvement Contract; Road Improvement Plans; Fence Agreement

Motion by Lehman, second by Duffy, to approve Resolution 02-03-00-Z1

Public Hearing closed at 9:15 a.m.

Motion by Jordahl, second by Thompson, to accept the Recorder’s Report of Fees Collected for the month of December, 1999, in the amount of $88,728.12, as submitted by County Recorder Kimberly Painter.

Motion by Duffy, second by Jordahl, to approve and authorize the Auditor to publish a notice to bidders setting a bid letting date of February 29, 2000 at 10:00 a.m. for seed and fertilizer for the Secondary Road Department’s use in calendar year 2000.

Motion by Jordahl, second by Thompson, to approve and authorize the Chairperson to sign the agreement for videotaping the Board of Supervisors meetings with Video Center Owner/Producer Andy Small.

Motion by Duffy, second by Thompson, to appoint the following to the Compensation Commission for a term ending December 31, 2000: Ernest Galer, Deanna Miller, Bill Wittig, and Jim Schintler.

Motion by Lehman, second by Thompson, to appoint the following to the Juvenile Crime Prevention Policy Board for indefinite terms: Lone Tree Schools Representative – Mike Rouse; Iowa City Police Department Representative – Tom Widmer; and Coralville Police Department Representative – Bill Searls; and to appoint the following for terms ending September 30, 2002: Youth Member – Geoffrey Barthel; and Youth Member – David Lane.

Motion by Thompson, second by Duffy, to approve and authorize the Chairperson to sign the Grant Application for Substance Abuse funding from the Department of Public Health for $10,000.
