Stutsman: Moving on to minutes received. We have minutes from the Johnson County Council of Governments Regional Trails and Bicycling Committee, Johnson County Nutrition Board, Senior Center Commission and the Johnson County Mental Health Developmental Disabilities Planning Council. Moving on to reports and inquiries. Carol, do you have any reports this morning? Any reports?

 

REPORT (THOMPSON): ATTENDED SENIOR CENTER COMMISSION MEETING; AND ATTENDED HOUSING REHAB COMMITTEE MEETING

Thompson: Yes. The Senior Center Commission meeting was this week and they’ve already made their report, but I got a list of the activities that are happening at the Senior Center this week. And I’m really sorry because I forgot to bring it. I was going to read some of them. There’s some really interesting things going on there and I think it needs to be more widely known what happens at the Senior Center. Also, this afternoon at 2:00 is the Housing Task Force and I’d like to mention on television that we still have money available for rehab, for owner occupied housing that’s outside the cities in Johnson County. And if anyone’s interested in that, they should call 356-6000, 356-6000.

REPORT (JORDAHL): GRATIFIED ABOUT DEGREE OF PUBLIC INVOLVEMENT IN RECENT POLICY CHANGES; MENTORING DEPARTMENT HEADS; UPCOMING JOINT MEETING WITH JAIL STUDY COMMITTEE AND SPACE NEEDS COMMITTEE; UPCOMING SPACE NEEDS COMMITTEE MEETING; UPCOMING REGIONAL LAND USE CONFERENCE; AND UPCOMING IOWA STATE ASSOCIATION OF COUNTIES COUNTY-A-DAY

Jordahl: Well, the meetings that we’ve had recently have been numerous and impressive. We know the Zoning meeting, the public hearing on building codes, now we’ve got the Road Plan Meeting coming up at 6:00. We got the meetings on the MH/DD Plan last night, the Planning Council. There’s so many big policy issues before the Board recently that I want to say that I’m very, very gratified about the degree of public involvement. I, I know some people are frustrated in looking at, at the things that we’re doing and saying why don’t you act faster or something, but we’re listening. It may be kind of a messy process, but I think better decisions get made as a result, and it’s really been a pleasure to be involved in it. On a more microcosmic level, I’ve been meeting with department heads as part of our follow up process, through mentoring new department heads with both Sally and Carol, to try to help people succeed and fit in with the community. It’s the kind of thing that probably doesn’t necessarily see, but I think it’s a very important part of what we do. Meeting this afternoon with the Jail… Joint meeting with the Jail Study Committee and the Space Needs Committee and the Board of Supervisors at 3:30. I guess that will already have occurred by the time this tape is broadcast, but it’s another instance of that intergroup cooperation. The Space Needs Committee itself tomorrow morning at 10:00 concerning the more general Countywide issues. We’re just focusing on the Jail this afternoon. I’ll leave the more general things. Maybe, well, the Land Use thing I would point to. On Tuesday I am planning on going up to Cedar Rapids on the 22nd. The East Central Iowa Council of Governments is putting together a regional land use all day event that’s, I think it’s not suppose to be over until 9:00 at night, and I need to pin down who’s going to give me a ride up there.

Thompson: I will in the morning.

Jordahl: OK. If I can ride up with Carol, I think I can corral someone to, or collar someone to get me back.

Stutsman: Yes. That’s the thing.

Jordahl: But, anyway, I’m really looking forward to that, and then we’re going into Des Moines. At least some of us are for County-a-Day, kind of a, what is that Sally? Kind of a lobbying thing?

Stutsman: It’s a lobby. Well, it’s an opportunity for county officials to meet with our legislatures to talk to them about issues relating to county government. I know at least 3 Supervisors are going up. The Auditor is going, Information Services’ Jean Schultz is planning to go, the Recorder will be going.

Peters: The County Attorney is still (inaudible). His schedule is so…

Stutsman: OK. This is the 2nd year for this program. ISAC, Iowa State Association of Counties, has organized this.

Peters: The County Treasurer was going to meet, was hoping to go, but he had been committed to speaking at an organization and couldn’t get out of that commitment.

Stutsman: It’s a real good opportunity and a structured environment for county officials to go up and express our concerns about pending legislation that has a direct impact on various departments in the County.

Jordahl: Thanks. That will do me.

REPORT (DUFFY): ATTENDED MH/MR/DD PLANNING COUNCIL MEETING

Lehman: In light of the timetable, I don’t have anything that needs to be discussed with our meetings this afternoon and this evening. Pass for the time being.

Stutsman: Charlie?

Duffy: Well, I won’t give what has already been given except the MH/DD meeting is about a 4 hour meeting a few nights ago. It was a very controversial meeting, I thought. That was one on, of course, the budget. That isn’t really done yet until we have the hearing, I guess. I went to Des Moines, and I’m quite familiar with the people that represent us in Iowa, not only Johnson County. I would suggest when you go up there, if you, if you want to stress a point to go to some other people, too. Surrounding counties, you’ll know the representatives and senators. I always did that. But, I hope to go back. I just couldn’t stay there that long. They were really busy. I’ve never seen cars from the Capital, or vehicles I should say. All the parking lots were filled and they were parked almost down at the river on both sides of the street. A lot of people there. So, anyway, good luck. You’ll probably be bussed up maybe.

Jordahl: Need to get that train service in there.

Stutsman: Right.

Duffy: There’s some other things. I’ve got too many things on the platter here this afternoon.

REPORT (STUTSMAN): UPCOMING 5 YEAR ROAD PLAN MEETING; UPCOMING PROGRESS REPORT OF COUNTY ENGINEER MIKE GARDNER; ATTENDED JOINT EXECUTIVE AND PLANNING DECATEGORIZATION MEETING; ATTENDED JAIL OVERCROWDING STUDY COMMITTEE PRESENTATION

Stutsman: Well, I would just like to mention a couple of things quickly. I was thinking that I didn’t ask you for reports, but I started with you, didn’t I Carol.

Thompson: Yes.

Stutsman: We have a meeting concerning the 5 Year Road Plan this afternoon at 6:00. That’s a work session with the Board and then we will open that up for public discussion. Also, with that meeting, will be a progress report with Mike Gardner, the County Engineer. Mike called over this morning and he had presented some visuals when we discussed this at our previous work session. So, he was putting together a few more maps. But, if you have those in your files, it might be a good idea to bring those along, dig those out. The other thing I wanted to mention is that I had an executive and planning joint meeting with DECAT. It’s been determined that we only have $175,000 to allocate for programs this year. So, RFP’s will be going out to agencies to submit proposals for use of those dollars. As we’ve mentioned any number of times, those dollars continue to shrink and it’s unfortunate that that happens, but I guess there’s… Because there is such a demand for core services that they’re, as a result, allows for fewer dollars for DECAT programming. The other thing I wanted to mention was that I attended the Chamber, local government affairs meeting last Thursday morning. Pete Hayek and Norm Osland were there from the Jail Study Committee and they presented a report of their committee to that group. Lots of interest, lots of good questions and they did a great job. I understand I think that they presented to a local Kiwanis group this morning. So, they’re hitting the speaking trail and informing as many people as possible about the report and what the recommendations were all about. I think that’s everything that I wanted to go over. REPORT (PETERS): CONFUSION ON DAILY MEETINGS

Peters: If I could have just a second. Two things I wanted to mention to the Board. There has been some confusion about the meeting that you’re going to be having tonight. One of the areas of confusion was the Press Citizen had wrote in the paper about I-SOARR was sponsoring this meeting. Then, the other point of confusion was last week, I started getting a couple phone calls wanting to know when the Board was going to be talking about a certain road. Last night I was here a little later and there was a delegation of people here regarding that same question. Evidently, what had transpired was somebody had stuffed mailboxes with flyers.

Stutsman: Oh dear.

Peters: Stating if you want to have input to Derby Avenue, Greencastle and they named off several others, be sure to attend the Board of Supervisors meeting on at 6:00 on the 16th, which was last night. So, you may be getting some more calls, you may not. But, just so the Board knows that there has been a little bit of confusion about your meeting this meeting.

Stutsman: OK.

Duffy: I wonder what we’re going to do if that storm gets as bad as they originally thought. We could have 10 inches of snow.

Thompson: Well, maybe we should reiterate then that the meeting tonight is about the County’s 5 Year Road Plan and not the arterial roads thing that JCCOG is doing for us.

Peters: I think there is some confusion there.

Stutsman: OK. All right. Anything else?

Jordahl: I wanted to say…

Stutsman: Under other?

Jordahl: The stuff we got from Mike is just great. I’ve never seen such good materials.

Stutsman: Yes. Yes. Right.

Thompson: It was good.

Jordahl: Part of it includes a graph of I can’t remember what it was, but from 1957 to the present. I mean, this is, this is some really good diachronic cross time material.

Stutsman: OK. Inquiries or reports from the public? Any?

REPORT (REVEREND BOB WELSH): UPCOMING ACCESS TO QUALITY CHILDCARE MEETING

Welsh: A couple of things. One, to invite you all to a meeting on child care, about access to public child care, on Monday, February 28th. This will be reviewing the task force report to the Governor on child care and (inaudible), and discussing what things can be done in Johnson County.

Jordahl: What time is that Bob?

Welsh: 7:00. Anne Riley is the Director of Handycare, and Susan Salter from the Area Agency and myself, will be sharing in that report. The Cluster Board is encouraging that because child care has been one of the things that we think is important.

Stutsman: Who’s sponsoring that meeting Bob?

Welsh: The Cluster Board has really arranged for it. The other thing is that, in relation to your comments earlier, I’m glad there is an openness to potentially leasing some space. The other thing is, I heard you mentioned about the project manager. What comes to my mind is, I come back to thinking that what you need to look at is a county administrator that could do that and all the other things. Because the fact is, either fortunately or unfortunately, Johnson County is growing. The demands and opportunities are increasing and there’s a need to respond faster to things than in the past.
