MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

FEBRUARY 17, 2000

Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:02 a.m. Members present were: Charles Duffy, Jonathan Jordahl, Mike Lehman, Sally Stutsman, and Carol Thompson.

Unless otherwise noted, all actions were taken unanimously.

Motion by Duffy, second by Lehman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Jordahl, second by Duffy, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Jordahl, second by Duffy, to place on file the Clerk’s Report of Fees Collected for the month of January, 2000, in the amount of $4,435.89, as submitted by Clerk of District Court Lodema Berkley.

Motion by Thompson, second by Lehman, to approve the minutes of the formal meeting of February 10, 2000.

RESOLUTION 02-17-00-Z1

SETTING PUBLIC HEARING OF JOHNSON COUNTY, IOWA BOARD OF SUPERVISORS FOR THE PURPOSE OF HEARING A CONDITIONAL USE PERMIT, ZONING AND PLATTING APPLICATIONS

Whereas, the owner has filed application CU00001 for approval of a Conditional Use Permit for a Home Business for a Mobile Veterinary Clinic, and

Whereas, the Johnson County Board of Supervisors shall conduct a public hearing to consider such applications

Now, Therefore, Be It Resolved

That a public hearing be set for the following application requesting approval of a Conditional Use Permit for a Home Business:

Application CU00001 of Jennifer K. Doll requesting a Conditional Use Permit to operate a base site for a Mobile Veterinary Clinic as a home business on property described as being Lot 1 of Varn’s Forest Addition located in the NE 1/4 of Section 23; Township 80 North; Range 7 West of the 5th P.M. in Johnson County, Iowa. (This parcel is located at 3163 Sandy Beach Road NE, Solon, IA located on west side of Sandy Beach Road NE in Jefferson Twp.).

And Whereas the Johnson County Planning and Zoning Commission, following a public hearing, on February 14, 2000 filed its report and recommendations for certain actions;

Now, Therefore, Be It Resolved as follows:

1. A public hearing in accordance with Section 335.6 of the Iowa Code is set for the 9th day of March, 2000 at 6:00 p.m. in the Board Room, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, on the following: Z9948 (Long & ADS), Z00001 (Rebal & Rebal), Z00002 (Nielsen), Z00004 (Rick), Z00005 (Henik), Z00006 (Mast), Z00007 (Miller), Z00008 (Gregor), S9837 (Miller), S9959 (Krehlik), S00002 (Campbell), S00004 (Johnson County Old Order Amish School Organization), Fringe Area Agreement between Johnson County and the city of Solon, Iowa.

2. That the Johnson County Auditor be authorized to publish the official notice of the above public hearing.

Motion by Jordahl, second by Lehman, to approve Resolution 02-17-00-Z1.

Motion by Lehman, second by Jordahl, to approve and authorize the Chairperson to sign the contract with Farragut Systems, Inc. for GIS Needs Assessment.

Motion by Thompson, second by Duffy, to declare list of computer equipment submitted by Information Services as no longer needed for county business and authorize sale at auction.

Motion by Jordahl, second by Thompson, to cancel the Board of Supervisors’ formal and informal meetings for the week of March 12th and holding the formal and informal meetings for the week of March 19th on Tuesday, March 21st at 9:00 a.m.

Motion by Thompson, second by Lehman, to accept the proposed FY 2001 budget for consideration.

Motion by Thompson, second by Lehman, to set the date for the public hearing on proposed FY 2001 budget for Tuesday, March 7, 2000 at 5:30 p.m.

Motion by Duffy, second by Thompson, to authorize the Auditor to publish the FY 2001 proposed budget summary as presented.

Adjourned to informal meeting of February 17, 2000 at 9:17 a.m.
