MINUTES OF THE INFORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
FEBRUARY 23, 2000
Chairperson Stutsman called the Johnson County Board of Supervisors to order in the offices of the Iowa State Association of Counties in Des Moines, Iowa at 8:50 a.m. Members present were: Charles Duffy, Jonathan Jordahl, Mike Lehman, Sally Stutsman, and Carol Thompson.
COUNTY-A-DAY PROGRAM
The Board and County department heads met with Iowa State Association of Counties (ISAC) Intern Kara Kerr. They discussed Mental Health/Core Services and then House Bill 666, which proposes to limit property taxes. With House Bill 666, issues discussed included legislators’ concerns about counties having excessive reserves, that this could be a large issue in an election year, and how this would effect County Home Rule and local control.
At 9:05 the Board left and went to the Capitol building, arriving at 9:23 a.m. They met with Bill Peterson and Bob Mulgrew. They discussed tax bills making the funnels and going to the Ways and Means Committee. They indicated ISAC support for an electric utilities bill that would aggregate cities and counties. There was discussion regarding House Study Bill 618 concerning recorders, House Ways and Means bills not subject to the tunnel timeframe, and a bill regarding communicable diseases, HSB 617. It was reported that legislation to close election polling places an hour earlier was dead.
The group moved to a room on the ground floor of the Lucas Building. They met with the Subcommittee on Local Government from 10:22 a.m. to 11:30 a.m. Present were Jean Schultz, Graham Dameron, Bill Peterson, John Easter, Chris Plocher, Ron Amosson, Tom Slockett, Carol Peters, Stutsman, Lehman, and Jordahl, among others. There was discussion of the legislative interim study committee and making a report prior to the next session in January.
From 11:49 a.m. until 1:00 p.m. the Board and department heads met with Senator Joe Bolkcom, Representative Mary Mascher, Representative Minnette Doderer, and Representative Ro Foege at the Latin King Restaurant.
The Board and department heads returned to the Capitol and met with Ryan Smith and Molly Clause at the Secretary of State’s Office from 1:15 p.m. to 1:40 p.m. From 1:40 p.m. until 2:10 p.m. they visited the Governor’s Office, meeting with Monica Fisher.
