MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

MARCH 8, 2000

Vice-Chairperson Lehman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 6:35 p.m. Members present were: Charles Duffy, Jonathan Jordahl, Mike Lehman, and Carol Thompson; absent: Sally Stutsman.

Convened a Public Hearing on the Johnson County Mental Health/Developmental Disabilities Services Plan for FY2001 at 6:35 p.m.

MH/MR/DD/BI Coordinator Elaine Sweet reviewed 1996 legislation limiting property taxes levied for mental health and developmental disabilities services. The legislation focused counties on consumers, established the central point of coordination administrator as the single point of entry for mental health/developmental disabilities services, and required each county to file an annual managed care plan. Under new legislation, beginning with FY2001, Sweet said they will be submitting a services management plan that is a permanent policy and procedure document, which is reflected by the draft plan. It will not be updated on an annual basis, but by amendment as needed. Sweet presented additional information about the plan, budget, and services. Sweet said the plan goes into effect July 1st.

Making suggestions for changes in the plan, expressing concerns about possible impacts of the plan or making comments were: Reverend Bob Welsh, Orville Townsend, Crisis Center Director Ellen McCabe, Mike Townsend with Goodwill Industries, Mimi Haithcox, Ann Brownsberger, Kim Downes, Jerry Miller, Jedn Bordon, Valerie Crowley, Department of Human Services Area Administrator Cheryl Whitney, Mary McCue, Betsy Hradek, John Stimmel, Dan Brookhart, Tom Carsner, Jan Stockton, John Watson with Goodwill Industries, Ann Riley, Jean Martinolice, Theresa Lemire, Pat Knebel, Rosemary Randolph, Lori Bears.

Public hearing closed and meeting adjourned at 8:18 p.m.
