Chairperson Painter called the Johnson County Elected Officials Meeting to order in the Johnson County Administration Building at 1:35 p.m.

Elected officials present were: County Attorney J. Patrick White; County Auditor Tom Slockett; County Recorder Kim Painter; County Sheriff Bob Carpenter; County Supervisors Charles Duffy, Jonathan Jordahl, Mike Lehman, and Sally Stutsman; Carol Thompson was present by speakerphone; and County Treasurer Tom Kriz. Staff present were: Board of Supervisors Administrative Assistant Carol Peters, Board of Supervisors Deputy Administrative Assistant Jeffrey Horne, and Auditor’s Office Recording Secretary Casie Parkins.

ELECTED OFFICIALS MEETING: SUMMARY STYLE

REPORTS/INQUIRIES FROM ELECTED OFFICIALS

Duffy reported that the Board of Supervisors has recently been working on job evaluations of department heads. County Recorder Kim Painter recently attended the Iowa State Association of Counties Recorder’s Summer School session where they discussed e-commerce legislation. Jordahl attended a training on Microsoft Office and suggested having County employees attend a similar training. The Treasurer’s Office will be open until midnight on September 29, 2000 to collect tax payments on the last day they are due. County Treasurer Tom Kriz also said he attended a meeting where they talked about lobbying the legislature regarding the taxing of mobile homes. County Auditor Tom Slockett reported that Saturday October 26, 2000 is Statewide Voter Registration Day and 1,000 businesses statewide will be participating in that effort. Stutsman said the County will be offering Leadership Training through the Extension Office starting September 13th at 1:00 p.m. Stutsman also reported that the Board will be starting site visits with elected officials, as they currently do with department heads.

Carol Thompson was present by speakerphone at 1:43 p.m.

DISCUSSION: FINAL BALLOT LANGUAGE FOR THE JAIL

Slockett said that 2 figures have to be set for the ballot language, the project total and the amount to be borrowed. The elected officials discussed whether they should request a higher bond issue to finance the whole jail project or ask for a lower bond issue and finance part of the project with other funds. It was discussed that the County cannot exceed the project amount of the bond issue without having to take it to the voters again.

White said his preference would have been for the County to do a strong fiscal analysis about what is proposed and what would make sense for the County. He didn’t disagree with the need for a jail, but he felt debate had been shortchanged by time constraints. Stutsman asked if people still wanted to put the bond issue on the ballot or do they need to wait to do a more thorough review of it. The costs of conducting a special election were discussed. It was decided that the bond issue would still go on the November ballot. The elected officials discussed the amount of the bond issue in relation to other County needs.

DISCUSSION: HUMAN RESOURCE SERVICES FOR ELECTED OFFICIALS

Slockett said a Map Delineator has recently left the Auditor’s Office. He said that a position doing some of the same functions in the Planning and Zoning Department is paid more, and they have been trying to reclassify the Map Delineator positions with no luck. Managers in other departments are also paid more than comparable Deputy positions in the Auditor’s Office. Slockett said they would like to get help from either the Human Resources Department or the County Attorney’s Office to rectify this situation, but is having a difficult time getting help from HR because they are so overloaded and understaffed.

DISCUSSION: FEES ASSESSED FOR RECORDS ACCESS – BUSINESS PURPOSES VS. INDIVIDUAL USE

The Recorder’s Office now provides all monthly real estate recordings on disk for $200 for any corporate or individual person.

REPORTS AND INQUIRIES FROM THE PUBLIC

Robert Lea Grimm talked about the high rates of divorce in the country. He also mentioned a past medical procedure.
