MINUTES OF THE CANVASS OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
NOVEMBER 14, 2000
Vice-Chairperson Lehman called to order the Johnson County Board of Supervisors at 9:02 a.m. to act as a canvass board to certify the results of the General Election of November 7, 2000. Members present were: Charles Duffy, Jonathan Jordahl, Mike Lehman, and Carol Thompson; absent: Sally Stutsman.
RESOLUTION
Whereas, the City Council of the City of Iowa City, Iowa, heretofore did legally call a special election to be held on Tuesday, November 7, 2000, and ordered submitted thereat to the registered voters of said City, the following special measure proposition:
"Shall the City of Iowa City, Iowa, issue its bonds in an amount not exceeding $18,400,000 for the purpose of acquiring real estate, constructing an addition to and improving and equipping the city public library?"
Whereas, legal, sufficient and timely notice of the submission of the proposition at the election and of the date and hours of the election, and of the voting precinct or precincts thereof, with their corresponding polling place or places, was duly published and a correct and complete copy of said proposition was posted at each polling place or places during the day of election throughout the hours thereof, all in strict compliance with the orders of the Board of Supervisors:
Now, Therefore, It Is Resolved By The Board Of Supervisors Of The County Of Johnson, In The State Of Iowa, As Follows:
Section 1. That it is hereby found, determined and declared:
First - That said election was held and conducted in each of the voting precincts or precinct of said City at the respective polling place or places, pursuant to due notice, and in strict compliance with law, and that said proposition and the vote thereon complies strictly with law.
Second - That at said election, on the proposition above set out, there were cast twenty-eight thousand one hundred ninety-one (28,191) ballots, of which nineteen thousand twenty-one (19,021) votes were cast "YES" and nine thousand one hundred seventy (9,170) votes were cast "NO" and ______ ballots were cast blank or defectively marked, the vote by precinct or precincts being as set forth and abstracted in the official tally list a copy of which is attached hereto.
That the total number of persons voting in the precinct or precincts at said election on said date, as is shown by the election registers and poll tally lists, was fifty-three thousand two hundred ninety-nine (53,299).
Third - Neither the above proposition nor any proposal incorporating any portion thereof, was submitted to the registered voters of such City within the six months preceding the date of the election canvassed hereby.
Section 2. That said proposition and the results of the vote thereon, shall be entered at large in the minutes book, all in conformity with Chapter 50, and in particular Section 50.24 of the Code of Iowa.
Section 3. That a copy of this Resolution, the Abstract of Votes and the original tally lists, are hereby delivered to the Commissioner of Elections for filing as required by law.

For the Office of United States President and Vice President (One to be elected) there were fifty-two thousand seven hundred sixty nine (52,769) votes cast as follows: Al Gore and Joe Lieberman received thirty-one thousand one hundred seventy-four (31,174) votes, George W. Bush and Dick Cheney received seventeen thousand eight hundred ninety-nine (17,899), Harry Browne and Art Olivier received two hundred five (205) votes, Ralph Nader and Winona LaDuke received three thousand two hundred forty-eight (3,248) votes, Pat Buchanan and Ezola Foster received one hundred three (103) votes, James Harris and Margaret Trowe received five (5) votes, Howard Phillips and J. Curtis Frazier received fourteen (14) votes, David McReynolds and Mary Cal Hollis received ten (10) votes, Hohn Hagelin and Nat Goldhaber received fifty (50) votes, and sixty-one (61) scattered write-in votes were cast.
For the office of United States Representative - 1st District (One to be elected) there were fifty thousand six hundred sixty-five (50,665) votes cast as follows: Bob Simpson received twenty-one thousand seven hundred forty-seven (21,747) votes, Jim Leach received twenty-seven thousand three hundred thirty-two (27,332) votes, Russ Madden received one thousand five hundred forty-one (1,541) votes, and and forty-five (45) scattered write-in votes were cast.
For the office of State Senator - 24th District (One to be elected) there were one thousand six hundred sixty-seven (1,667) votes cast as follows: Anne Lesnet received nine hundred forty-two (942) votes, Richard F. Drake received seven hundred twenty-five (725) votes, and zero (0) scattered write-in votes were cast.
For the office of State Representative - 45th District (One to be elected) there were twelve thousand one hundred ninety-seven (12,197) votes cast as follows: Vicki Lensing received seven thousand eight hundred fifty-one (7,851) votes, Paul Heyn received three thousand nine hundred fifty-five (3,955) votes, William H. Garrett, Jr. received three hundred seventy-one (371) votes, and twenty (20) scattered write-in votes were cast.
For the office of State Representative - 46th District (One to be elected) there were twelve thousand eight hundred thirty-four (12,834) votes cast as follows: Mary Mascher received nine thousand nine hundred eighty-one (9,981) votes, Russell Lovetinsky received two thousand seven hundred eighty-nine (2,789) votes, and sixty-four (64) scattered write-in votes were cast.
For the office of State Representative - 47th District (One to be elected) there were one thousand seven hundred fifty-seven (1,757) votes cast as follows: Sally Stutsman received one thousand one hundred six (1,106) votes, Barry Brauns received six hundred fifty (650) votes, and one (1) scattered write-in vote was cast.
For the office of State Representative - 49th District (One to be elected) there were thirteen thousand five hundred seventy (13,570) votes cast as follows: Dick Myers received eleven thousand five hundred sixty-seven (11,567) votes, Steven J. Drahozal received one thousand nine hundred fifty-eight (1,958) votes, and forty-five (45) scattered write-in votes were cast.
For the office of State Representative- 50th District (One to be elected) there were four thousand eight hundred twenty-nine (4,829) votes cast as follows: Ro Foege received three thousand eight hundred forty (3,840) votes, Christy Ann Welty received nine hundred eighty (980), and nine (9) scattered write-in votes were cast.
FOR THE OFFICE OF County Board of Supervisors (THREE to be elected) there were one hundred twenty-four thousand nine hundred fifty-eight (124,958) votes cast as follows: Pat Harney received twenty-nine thousand two hundred eighty-nine (29,289) votes, Terrence Neuzil received thirty-one thousand twenty-four (31,024) votes, Carol Thompson received twenty-seven thousand six hundred forty-eight (27,648) votes, Dick Brown received thirteen thousand five hundred forty-five (13,545) votes, Myron K. Smalley received seventeen thousand three hundred six (17,306) votes, Tim Borchardt received five thousand nine hundred twenty-seven (5,927) votes, and Scattered votes were two hundred nineteen (219); and Pat Harney, Terrence Neuzil and Carol Thompson were elected.
FOR THE OFFICE OF County Auditor there were thirty-nine thousand three hundred forty-eight (39,348) votes cast as follows: Tom Slockett received thirty-eight thousand nine hundred seven (38,907) votes and Scattered votes were four hundred forty-one (441); and Tom Slockett was elected.
FOR THE OFFICE OF County Sheriff there were thirty-nine thousand seven hundred seventy-nine (39,779) votes cast as follows: Robert W. Carpenter received thirty-nine thousand eighty-five (39,085) votes, and Scattered votes were six hundred ninety-four (694); and Robert W. Carpenter was elected.
FOR THE OFFICE OF Big Grove Township Trustee (TWO to be elected) there were one thousand two hundred eight (1,208) votes cast as follows: William Leidich received six hundred (600) votes, Roy Smyth received six hundred (600) votes, and Scattered votes were eight (8); and William Leidich and Roy Smyth were elected.
FOR THE OFFICE OF Cedar Township Trustee (TWO to be elected) there were four hundred forty-eight (448) votes cast as follows: Donald Brannaman received two hundred forty-four (244) votes, Richard J. Long received two hundred two (202) votes, and Scattered votes were two (2); and Donald Brannaman and Richard Long were elected.
FOR THE OFFICE OF Clear Creek Township Trustee (TWO to be elected) there were one hundred twenty-nine (129) votes cast as follows: David M. Stanton received one hundred nineteen (119) votes, Doug Campbell received seven (7) votes, and Scattered votes were three (3);and David M. Stanton and Doug Campbell were elected.
FOR THE OFFICE OF East Lucas Township Trustee (TWO to be elected) there were eight (8) votes cast as follows: Steve Bridges received one (1) vote, Judy Gohrkle received one (1) vote, Andrew Hall received two (2) votes, Larry Hebl received one (1) vote, Jeffrey Maske received two (2) votes, and Jerry Meis received one (1) vote; and Andrew Hall and Jeffrey Maske were elected.
FOR THE OFFICE OF East Lucas Township Clerk- To Fill a Vacancy (ONE to be elected) there were two hundred twenty-one (221) votes cast as follows: Christopher W. Knapp received two hundred twenty (220) votes, and Scattered votes was one (1); and Christopher W. Knapp was elected.
FOR THE OFFICE OF Fremont Township Trustee (TWO to be elected) there were two hundred forty-nine (249) votes cast as follows: Gerald Morgan received one hundred forty-one (141) votes, Donald Werbach received one hundred eight (108) votes, and Scattered votes was zero (0); and Gerald Morgan and Donald Werbach were elected.
FOR THE OFFICE OF Fremont Township Clerk- To Fill a Vacancy (ONE to be elected) there were eight (8) votes cast as follows: Hans Armknecht received one (1) vote, Gerald Forbes received one (1) vote, Marvin Hotz received one (1) vote, Lisa Lorack received two (2) votes, and Laura Yochem received three (3) votes; and Laura Yochem was elected.
FOR THE OFFICE OF Graham Township Trustee (TWO to be elected) there were three hundred thirty-eight (338) votes cast as follows: Donald W. Bulechek received one hundred sixty-nine (169) votes, Dwight Gardner received one hundred sixty-seven (167) votes, and Scattered votes were two (2); and Don Bulechek and Dwight Gardner were elected.
FOR THE OFFICE OF Hardin Township Trustee (TWO to be elected) there were three hundred eighty-two (382) votes cast as follows: Jean H. Bryant received two hundred nine (209) votes, Lyle F. Crow received one hundred seventy-three (173) votes, and Scattered votes were zero (0); and Jean H. Bryant and Lyle F. Crow were elected.
FOR THE OFFICE OF Jefferson Township Trustee (TWO to be elected) there were one thousand six hundred ninety-five (1,695) votes cast as follows: Marvin Gregor received seven hundred eighty-nine (789) votes, Walter Schropp received eight hundred ninety-eight (898) votes, and Scattered votes were eight (8); and Marvin Gregor and Walter Schropp were elected.
FOR THE OFFICE OF Liberty Township Trustee (TWO to be elected) there were two hundred ninety-nine (299) votes cast as follows: Dean R. Cole received one hundred forty-five (145) votes, Randy Lackender received one hundred fifty-three (153) votes, and Scattered votes was one (1); and Dean R. Cole and Randy Lackender were elected.
FOR THE OFFICE OF Liberty Township Trustee- To Fill a Vacancy (ONE to be elected) there were one hundred fifty-two (152) votes cast as follows: Larry Schott received one hundred fifty-two (152) votes, and Scattered votes was zero (0); and Larry Schott was elected.
FOR THE OFFICE OF Lincoln Township Trustee (TWO to be elected) there were one hundred fifty-seven (157) votes cast as follows: Amie Rockafellow received eighty-one (81) votes, Velma Wiese received seventy-five (75) votes, and Scattered votes was one (1); and Amie Rockafellow and Velma Wiese were elected.
FOR THE OFFICE OF Madison Township Trustee (TWO to be elected) there were three hundred fifty-one (351) votes cast as follows: Daryl Neitderhisar received one hundred seventy (170) votes, George V. Swenka received one hundred seventy-seven (177) votes, and Scattered votes were four (4); and Daryl Neitderhisar and George V. Swenka were elected.
FOR THE OFFICE OF Madison Township Trustee- To Fill a Vacancy (ONE to be elected) there were one hundred seventy-nine (179) votes cast as follows: Gary A. Swenka received one hundred seventy-eight (178) votes, and Scattered votes were one (1); and Gary A. Swenka was elected.
FOR THE OFFICE OF Monroe Township Trustee (TWO to be elected) there were three hundred ninety-eight (398) votes cast as follows: Roland Achey received one hundred seventy-five (175) votes, Gary Kloubec received two hundred twenty-two (222) votes, and Scattered votes was one (1) votes; Roland Achey and Gary Kloubec were elected.
FOR THE OFFICE OF Newport Township Trustee (TWO to be elected) there were one thousand five hundred forty-nine (1,549) votes cast as follows: Jim Sedlacek received eight hundred forty-eight (848) votes, Susan Haman Uthoff received six hundred ninety-five (695) votes, and Scattered votes were six (6); Jim Sedlacek and Susan Haman Uthoff were elected.
FOR THE OFFICE OF Oxford Township Trustee (TWO to be elected) there were two hundred ninety-one (291) votes cast as follows: Richard Brack received two hundred eighty-two (282) votes, Peter Fehlstein received one (1) vote, Ray Grabin received two (2) votes, Lloyd Hruby received one (1) vote, Tom Quinlan received two (2) votes, William T. Stockman received one (1) vote, Wilbur Suiter received one (1) vote, and Steven D. Wiese received one (1) vote; and Richard Brack was elected and Tom Quinlan was elected as determined by lot according to Chapter 50.44 of the Code of Iowa, as amended.
FOR THE OFFICE OF Oxford Township Clerk- To Fill a Vacancy (ONE to be elected) there were two hundred fifty-eight (258) votes cast as follows: Rachel Quinlan received two hundred fifty-eight (258) votes, and Scattered votes was zero (0); and Rachel Quinlan was elected.
FOR THE OFFICE OF Penn Township Trustee (TWO to be elected) there were one thousand six hundred ninety-two (1,692) votes cast as follows: James Tallman received eight hundred eighty (880) votes, Ken Leo received eight hundred five (805) votes, and Scattered votes were seven (7): and James Tallman and Ken Leo were elected.
FOR THE OFFICE OF Penn Township Trustee - To Fill a Vacancy (ONE to be elected) there were one thousand fifteen (1,015) votes cast as follows: Sarah Helt received one thousand eleven (1,011) votes, and Scattered votes were four (4); and Sarah Helt was elected.
FOR THE OFFICE OF Pleasant Valley Township Trustee (TWO to be elected) there were one hundred ten (110) votes cast as follows: Ronald Waldschmidt received one hundred eight (108) votes, William Eden received one (1) vote, and Doug Maggrudder received one (1) vote; and Ronald Waldschmidt was elected and William Eden was elected as determined by lot according to Chapter 50.44 of the Code of Iowa, as amended.
FOR THE OFFICE OF Scott Township Trustee (TWO to be elected) there were one thousand forty-nine (1,049) votes cast as follows: Clifford M. Bell received five hundred eleven (511) votes, Al Lacina received five hundred thirty-seven (537) votes, and Scattered votes was one (1); and Clifford M. Bell and Al Lacina were elected.
FOR THE OFFICE OF Sharon Township Trustee (TWO to be elected) there were four hundred seventy-one (471) votes cast as follows: Cathie Berglund received one hundred fifty-two (152) votes, Charles Mougin received one hundred thirty-six (136) votes, Dale J. Rhodes received one hundred eighty-three (183) votes, and Scattered votes was zero (0); and Cathie Berglund and Dale J. Rhodes were elected.
FOR THE OFFICE OF Sharon Township Trustee - To Fill a Vacancy (ONE to be elected) there were two hundred fifty-three (253) votes cast as follows: Bob A. Grout received one hundred seventy-nine (179) votes, Ronald D. Meyer received seventy-four (74) votes, and Scattered votes was zero (0); and Bob A. Grout was elected.
FOR THE OFFICE OF Union Township Trustee (TWO to be elected) there were five hundred eleven (511) votes cast as follows: Maynard Hebl received two hundred eighty-four (284) votes, Donald K. Johnson received two hundred twenty-six (226) votes, and Scattered votes was one (1); and Maynard Hebl and Donald K. Johnson were elected.
FOR THE OFFICE OF Washington Township Trustee (TWO to be elected) there were four hundred fifty-two (452) votes cast as follows: Dean Steckly received one hundred sixty-five (165) votes, Steven R. Stutzman received two hundred eighty-four (284) votes and Scattered votes were three (3), and Dean E. Steckly and Steven R. Stutzman were elected.
FOR THE OFFICE OF West Lucas Township Trustee (TWO to be elected) there were five hundred thirty-four (534) vote cast as follows: Charles Lindemann received three hundred twenty-one (321) votes, Tom Williams received two hundred ten (210) votes, and Scattered votes were three (3); and Charles Lindemann and Tom Williams were elected.
FOR THE OFFICE OF East Central Regional Library Board
(ONE to be elected) there were thirty-one thousand one hundred eleven (31,111) votes cast as follows: Jill Miller received thirty thousand nine hundred twenty-seven (30,927) votes, and Scattering received one hundred eighty-four (184) votes.FOR THE OFFICE OF Soil and Water Conservation Board (THREE to be elected) there were fifty-four thousand three hundred thirteen (54,313) votes cast as follows: Mary Somerville received twenty-six thousand eight hundred forty-eight (26,848) votes, Chris Taliga received twenty-three thousand eight hundred one (23,801) votes, Ed Williams received twenty-four thousand eight hundred thirty-seven (24,837) votes, and Scattering received two hundred forty-seven (247) votes; and Mary Somerville, Chris Taliga, and Ed Williams were elected.
FOR THE OFFICE OF Agricultural Extension Council Member (FOUR to be elected) there were ninety-eight thousand four hundred forty-nine (98,449) votes cast as follows: Maynard Hebl received twenty-five thousand five hundred nine (25,509) votes, Justin McKerrow received twenty-three thousand three hundred sixty-one (23,361) votes, Donna K. Ruth received twenty-four thousand nine hundred fifty-three (24,953) votes, Mary Wiemann received twenty-four thousand four hundred twelve (24,412) votes, and Scattering received two hundred fourteen (214) votes; and Maynard Hebl, Justin McKerrow, Donna K. Ruth and Mary Wiemann were elected.
On the question "Shall the following Supreme Court Justice be retained in office?": Mark S. Cady received received twenty-three thousand five hundred fifty-nine (23,559) votes in favor of retention, five thousand eight hundred fifty-seven (5,857) opposed; and James H. Carter received twenty-three thousand two hundred thirty-five (23,235) votes in favor of retention, six thousand fifty-five (6,055) opposed.
On the question "Shall the following Court of Appeals Judges be retained in office?": Daryl L. Hecht received twenty-two thousand two hundred seven (22,207) votes in favor of retention, five thousand seven hundred forty-two (5,742) opposed; John C. Miller received twenty-two thousand seven hundred twenty (22,720) votes in favor of retention, five thousand five hundred fifty-five (5,555) opposed; Anuradha Vaitheswaran received twenty-one thousand two hundred fifty-eight (21,258) votes in favor of retention, six thousand nine hundred eighty-one (6,981) opposed; and Van D. Zimmer received twenty-two thousand three hundred sixty-three (22,363) votes in favor of retention, five thousand nine hundred one (5,901) opposed.
On the question "Shall the following District Court Judges be retained in office?": Kristin L. Hibbs received twenty-five thousand four hundred nine (25,409) votes in favor of retention, five thousand one hundred fifty (5,150) opposed; David M. Remley received twenty-two thousand eight hundred eighty-three (22,883) votes in favor of retention, five thousand eight hundred thirteen (5,813) opposed; L. Vern Robinson received twenty-four thousand two hundred thirty-two (24,232) votes in favor of retention, five thousand eight hundred seventy-one (5,871) opposed; Douglas S. Russell received twenty-two thousand three hundred sixty-six (22,366) votes in favor of retention, five thousand four hundred forty-nine (5,449) opposed; William L. Thomas received twenty-two thousand ninety (22,090) votes in favor of retention, five thousand five hundred seventy-six (5,576) opposed; Larry J. Conmey received twenty-one thousand six hundred twenty-nine (21,629) votes in favor of retention, six thousand fifty-four (6,054) opposed; and David S. On the question "Shall the following District Court Associate Judges be retained in office?": Michael J. Newmeister received twenty-two thousand five hundred forty-three (22,543) votes in favor of retention, five thousand four hundred thirty-one (5,431) opposed; Robert E. Sosalla received twenty-two thousand thirty-seven (22,037) votes in favor of retention, five thousand eight hundred thirteen (5,813) opposed; Nancy A. Baumgartner received twenty-four thousand eleven (24,011) votes in favor of retention, five thousand fifty-three (5,053) opposed; and Stephen C. Gerard II received twenty thousand six hundred ninety-eight (20,698) votes in favor of retention, nine thousand seven hundred seventeen (9,717) opposed.
On the question "Shall the following District Court Associate Juvenile Judge be retained in office?": Susan Flaherty received twenty-five thousand five hundred ninety-three (25,593) votes in favor of retention, four thousand two hundred thirty-three (4,233) opposed.
Upon the question Shall there be a convention to revise the constitution, and propose amendment or amendments to same?: There were thirty-eight thousand seven hundred sixty-six (38,766) votes cast as follows: thirteen thousand four hundred seventy-eight (13,478) votes in favor of the question, twenty-five thousand two hundred eighty-eight (25,288) votes opposed.
Upon the public measure (A)
Shall the County of Johnson, State of Iowa, be authorized to construct, equip and furnish a County Law Enforcement Center, at a total cost not exceeding Twenty Million Three Hundred Thousand Dollars ($20,300,000) and issue its general obligation bonds in an amount not exceeding Ninteen Million Dollars ($19,000,000) for that purpose? There were forty-seven thousand seven hundred ninety-eight (47,798) votes cast, as follows:
FOR the question there were sixteen thousand four hundred seventy-eight (16,478) votes cast. AGAINST the question there were thirty-one thousand three hundred twenty (31,320) votes cast. We therefore declare the public measure (A) Shall the County of Johnson, State of Iowa, be authorized to construct, equip and furnish a County Law Enforcement Center, at a total cost not exceeding Twenty Million Three Hundred Thousand Dollars ($20,300,000) and issue its general obligation bonds in an amount not exceeding Ninteen Million Dollars ($19,000,000) for that purpose? not to be adopted.
Upon the public measure (B)

FOR the question there were twelve thousand twelve (12,012) votes cast. AGAINST the question there were fifteen thousand six hundred thirty-two (15,632) votes cast. We therefore declare the public measure (C)
The grading and paving for the First Avenue Extension shall be deleted from the Iowa City Capital Improvements Program.
