MINUTES OF THE INFORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

FEBRUARY 13, 2001

Chairperson Lehman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 3:07 p.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Carol Thompson.

DISCUSSION: FISCAL YEAR 2002 BUDGET

Deputy Auditor Joe Elder said almost every department changed, some a couple of dollars and some a couple of thousand, but the net effect was basically zero. He said there were 4 changes to the budget, 2 of which lower taxes and 2 that raise taxes, but the net effect is lower taxes. He said it lowered the taxes by $99,343 since the last meeting. Elder said the GIS Coordinator was removed from the Technology Fund but failed to put it into Information Services, which increased it by the amount of that salary. He said the duplicate attorney was false, which increased that by $41,000. He said the fund balance was wrong on the re-estimated figures, which resulted in a decrease gaining $58,000. He said they gained 144,000 for the equipment credit tax. He said it was previously in the tax figures, which it shouldn’t be, since it’s really an additional revenue to the County.

Thompson asked why capital projects is at $692,000 instead of $950,000. Elder said that is just what they are going to expend next year. He said they are going to put $950,000 in the fund, but only $600,000 is going to be spent and the rest will stay in the fund for later years.

Horne said there are issues with Conservation requesting what appears to be more than they actually had. He said looking into it deeper, they won’t expend this year what they have asked to be expended and they would have more of a carry over next year to cover it. He said Conservation Director Harry Graves doesn’t want to get pinned down on a number of what they expect to carry over. Elder said they need to re-estimate their numbers from last year or spend less next year so they can keep a fund balance in there and not have a negative number. Thompson said this makes it look like Graves is going to have a deficit even though he isn’t because he has money in there from this year that he hasn’t spent and isn’t going to spend. The Board discussed rearranging Conservation’s budget so they don’t have a negative number.

Elder said all of the numbers for the draft copy, of the publication notice are updated. Horne said about 5 or 6 major ones need to be decided on by next Thursday. Thompson said she thinks the budget numbers the Board has right now look fine for the taxpayers. Thompson said that on the notice page where is says other County taxes, TIF tax revenues have gone up 122% from $152,000 to $757,000. Elder said this is because of the State utility tax replacement excise tax. He said this used to be just within the countywide levies and rural only levies but they split that out. He said that this caused it to go into other county taxes, TIF tax revenues and doesn’t really have anything to do with TIF at all. The Board discussed last year’s levy compared to this year’s levy. Stutsman said this is ready to be put on Thursday for final publication.
