MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
MARCH 29, 2001
Chairperson Lehman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:05 a.m. Members present were: Pat Harney, Mike Lehman, and Terrence Neuzil; absent: Sally Stutsman, and Carol Thompson.
Unless otherwise noted, all actions were taken unanimously.
Motion by Neuzil, second by Harney, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.
Motion by Harney, second by Neuzil, to approve the minutes of the formal meeting of March 15, 2001.
Motion by Neuzil, second by Harney, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Motion by Neuzil, second by Harney, to approve and authorize the Chairperson to sign the following Permits: a Renewal Application for Class B Beer Permit, and Application For Sunday Sales Privilege for Fairview Golf Course, Iowa City, as submitted by Richard Stagg; and a Renewal Application for Class B Beer Permit, and Application For Sunday Sales Privilege for Morse Community Club Inc., Iowa City, as submitted by Marjorie Knepp.
Motion by Harney, second by Neuzil, to accept and place on file the Treasurer’s Semi-annual Settlement of the Board of Supervisors for the period beginning July 1, 2001 and ending December 31, 2000, as submitted by County Treasurer Tom Kriz.
Convened Public Hearing on following proposed plans, specifications, form of contract and estimate of cost for the remodeling of the Johnson County Administration Building and Johnson County Jail reroofing project at 9:10 a.m.
Jerry Feick spoke regarding the Jail reroofing project.

RESOLUTION 03-29-01-01
Whereas, a public hearing was conducted on the 29th day of March, 2001, concerning proposed plans, specifications and form of contract for, and the estimated cost of, improvement to county property at 913 South Dubuque Street, Iowa City, Iowa, specifically an addition to the Johnson County Administration Building; and
Whereas, the Johnson County Board of Supervisors has given due consideration to said proposed plans, specifications, form of contract for, and the estimated cost of, said improvements along with objections and evidence for or against the same as reflected by the record of the public hearing;
Now, Therefore, Be It Resolved that an addition to the Johnson County Administration Building at an estimated cost of $300,000, is in the best interest of Johnson County;
Be It Further Resolved that the proposed plans, specifications and form of contract for, and the $300,000 estimated cost of said improvements, are hereby approved as the plans, specifications and form of contract for, and estimated cost of said improvements; and
Be It Further Resolved that sealed bids for the construction of said improvements, or portions thereof, be solicited for receipt by the Johnson County Auditor no later than 2:00 P.M. Central Time, April 24th, 2001. Notice to bidders to be published pursuant to the Iowa Code.
Motion by Lehman, second by Neuzil, to approve Resolution 03-29-01-01.
Motion by Neuzil, second by Harney, to approve and authorize the Chairperson to sign the cleaning contract with Midwest Janitorial Services for the Johnson County Administration Building for $1,867.14.
RESOLUTION 03-29-01-B1
NAMING DEPOSITORIES
Whereas, the Johnson County Board of Supervisors in Johnson County, Iowa approves the list of financial institutions to be depositories of Johnson County funds and specifies the maximum amount which may be kept on deposit in each depository, in conformance with Code of Iowa, section 12C.2, Deposit of Public Funds, Approval-requirements; and
Whereas, the Treasurer requests to change the maximum balance at Hills Bank & Trust from $150,000 to $250,000 for the SEATS account; and
Whereas, this resolution amends Resolution 11-30-00-B1;
Therefore be it resolved that the following depositories and maximum deposit balances be approved:

Motion by Harney, second by Neuzil, to approve and authorize the Chairperson to sign the Iowa Department of Human Services Community Mental Health Center Affiliation.
Motion by Neuzil, second by Harney, to approve and authorize the Chairperson to sign the Division of Mental Health/Developmental Disabilities Incentive and Efficiency Pool Funding Goals.
PROCLAMATION 03-29-01-01
SYSTEMS UNLIMITED WEEK
JUNE 3 – 9, 2001.
Whereas, people with mental retardation, other developmental disabilities and families have the right to live, work, recreate, socialize and be educated in the community; and
Whereas, Systems Unlimited, Inc. exists to empower people with disabilities and families to achieve their highest potential and quality of life; and
Whereas, Systems Unlimited, Inc. has been a leader in preventing the institutionalization and assisting with the deinstitutionalization of people with disabilities thus saving county tax dollars; and
Whereas, June 3 2001 will mark the 30th anniversary for Systems Unlimited, Inc; and
Whereas, the Johnson County Board of Supervisors wishes to express its appreciation and support for the quality/cost effective supports and services provided by Systems Unlimited, Inc.;
Now, Therefore, I, Mike Lehman, Chairperson of the Johnson County Board of Supervisors, do hereby proclaim June 3, 2001 through June 9, 2001 to be Systems Unlimited Week and urge all citizens to be aware of and support the mission and services provided by Systems Unlimited, Inc.
Motion by Neuzil, second by Harney, to approve Proclamation 03-29-01-01.
Motion by Neuzil, second by Harney, to approve and authorize the Chairperson to send a letter to the City of Iowa City to begin negotiations on the Johnson County/Iowa City Fringe Area Agreement.
Motion by Neuzil, second by Harney, to approve and authorize the Chairperson to sign an Application For Fireworks Permit for Thomas A. Dewey, 5054 Rapid Creek Road NE, Iowa City, on July 4, or a rain date on July 7, 2000.
