MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
APRIL 5, 2001
Chairperson Lehman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:05 a.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Carol Thompson.
Unless otherwise noted, all actions were taken unanimously.
Motion by Stutsman, second by Neuzil, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.
Motion by Neuzil, second by Harney, to approve the minutes of the formal meeting of March 29, 2001. Roll call: aye: Neuzil, Stutsman, Lehman, Harney; abstain: Thompson.
Motion by Thompson, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Harney, to accept the Recorder’s Report of Fees Collected for the month of February 2001, in the amount of $77,083.62, as submitted by County Recorder Kimberly Painter.
Motion by Thompson, second by Stutsman, to accept the County Auditor’s Quarterly Report of Fees Collected for the quarter ending March 31, 2001, in the amount of $17,022.71, as submitted by County Auditor Tom Slockett.
RESOLUTION 04-05-01-B1
FY01 APPROPRIATION CHANGES TO RURAL BLOCK GRANTS (DEPT. 23) AND CENTRAL SERVICES (DEPT. 18)
Whereas, due to an unexpected increase in landfill/solid waste disposal costs that were not budgeted, the County Environment service area in the Rural Block Grants Department has submitted claims exceeding its service area appropriation; and
Whereas, the Central Services Department temporarily has available funds in its budget; and
Whereas, pursuant to section 331.434(6) of the Code of Iowa, a department appropriation may be increased or decreased without a budget amendment as long as no overall County service area is increased, and
Whereas, pursuant to section 331.434(6) of the Code of Iowa, a public hearing is not required if the appropriation decrease is not more than the greater of $5,000 or ten percent of the department’s total budget; and
Whereas, the Central Services Department has agreed to temporarily decrease its appropriations from its budget by $500; and
Whereas, it is the intention of the Board to reverse the Central Services Department appropriation decrease following a budget amendment prior to the end of the fiscal year;
Therefore, be it resolved that Rural Block Grants (Dept. 23) is herewith appropriated an additional $500 from Central Services (Dept 18) for a total appropriation in the County Environment service area of $53,696 for fiscal year 2000-2001, and that the appropriation for Central Services (Dept. 18) is correspondingly decreased by $500 for a total appropriation in the County Environment service area of $25,975 for fiscal year 2000-2001. The overall County Environment service area remains unchanged at $1,306,101.
Motion by Stutsman, second by Thompson, to approve Resolution 04-05-01-B1.
Motion by Thompson, second by Harney, to authorize the Auditor to publish a Notice to Bidders setting a bid letting date of May 8, 2001 for bituminous resurfacing (oil contract) of various Johnson County Secondary Roads located throughout the County.
Motion by Stutsman, second by Thompson, to approve and authorize the Chairperson to sign the contract awarding work for application of calcium chloride to roads in the program to Binns & Stevens and include Napoleon Avenue and Sioux Avenue into the program.
Motion by Harney, second by Thompson, to approve and authorize the Chairperson to sign the Johnson County FY 2002 Secondary Roads budget for submittal to the Iowa Department of Transportation.
Motion by Stutsman, second by Harney, to approve and authorize the Chairperson to sign the following contracts for right-of-way acquisition for grade, drain, and pave project on Mehaffey Bridge Road (Johnson County project FM-C052(57)--55-52): Wesley A. Fotsch, for $1,868.91; Tenant contract with Robert L. Dvorsky, for $25.00; and Tenant contract with Eric Durr and Julie Durr, for $25.00.
Motion by Thompson, second by Stutsman, to approve and authorize the Chairperson to sign the following contracts for right-of-way acquisition for culvert replacement project on Wapello Avenue (Johnson County project L-U-12-1): Tenant contract with Don R. Brown, for $25.00; Tenant contract with Neil Forbes, for $25.00; and Tenant contract with John Forbes, for $25.00 for Johnson County Project L-U-12-1.
Motion by Stutsman, second by Harney, to approve and authorize the Chairperson to sign the Targeted Case Management Policy and Procedure Manual.
