MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

SEPTEMBER 20, 2001

Chairperson Lehman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:04 a.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Carol Thompson.

Unless otherwise noted, all actions were taken unanimously.

Motion by Thompson, second by Neuzil, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Neuzil, second by Thompson, to approve the minutes of the formal meeting of September 11, 2001, the formal meeting of September 13, 2001 and the minutes of the canvass of votes for the School Board Election of September 14, 2001.

Motion by Harney, second by Thompson, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Thompson, second by Neuzil, to approve and authorize the Chairperson to sign the extension of the Purchase of Service and Equipment Lease Contracts between East Central Iowa Council of Governments and Johnson County through October 31, 2001 or until the FY 2002 contracts are finalized.

Motion by Harney, second by Thompson, to place on file the Clerk’s Report of Fees Collected for the month of August, 2001, in the amount of $6,384.07, as submitted by Clerk of District Court Lodema Berkley.

On September 13, 2001, motion by Stutsman, second by Neuzil, to approve on first consideration an ordinance establishing voting precincts in Johnson County. Roll call: aye: Neuzil, Stutsman, Lehman, Thompson, Harney.

RESOLUTION 09-20-01-T1

TRANSFERRING FROM THE GENERAL BASIC FUND TO THE SECONDARY ROADS FUND

Whereas, it is desired to make periodic transfers of the budgeted amount from the General Basic Fund to the Secondary Roads Fund during the 2001-2002 fiscal year as needed; and

Whereas, these transfers are made in accordance with sections 331.429 and 312.2, Code of Iowa; and

Whereas, the budgeted amount to be transferred is $504,345.

Therefore be it resolved that the Auditor is authorized to make periodic transfers from the General Basic Fund to the Secondary Roads Fund during the 2001-2002 fiscal year as funds are needed and available, not to exceed the sum of $504,345.

Motion by Thompson, second by Neuzil, to approve Resolution 09-20-01-T1.

RESOLUTION 09-20-01-T2

TRANSFERRING FROM THE RURAL SERVICES BASIC FUND TO THE SECONDARY ROADS FUND

Whereas, it is desired to make periodic transfers of the budgeted amount from the Rural Services Basic Fund to the Secondary Roads Fund during the 2001-2002 fiscal year as needed; and

Whereas, these transfers are made in accordance with sections 331.429 and 312.2, Code of Iowa; and

Whereas, the budgeted amount to be transferred is $2,132,562.

Therefore be it resolved that the Auditor is authorized to make periodic transfers from the Rural Services Basic Fund to the Secondary Roads Fund during the 2001-2002 fiscal year as funds are needed and available, not to exceed the sum of $2,132,562.

Motion by Thompson, second by Neuzil, to approve Resolution 09-20-01-T2.

RESOLUTION 09-20-01-T3

TRANSFERRING FROM THE GENERAL SUPPLEMENTAL FUND TO THE GENERAL BASIC FUND

Whereas, property taxes are levied in the General Supplemental Fund for allowable expenditures made from the General Basic Fund; and

Whereas, it is desired to make periodic transfers of the budgeted amount from the General Supplemental Fund to the General Basic Fund during the 2001-2002 fiscal year as needed; and

Whereas, the budgeted amount to be transferred is $2,970,617.

Therefore be it resolved that the Auditor is authorized to make periodic transfers from the General Supplemental Fund to the General Basic Fund during the 2001-2002 fiscal year as funds are needed and available, not to exceed the sum of $2,970,617.

Motion by Thompson, second by Neuzil, to approve Resolution 09-20-01-T3.

RESOLUTION 09-20-01-T4

TRANSFERRING FROM THE ROAD CONSTRUCTION ESCROW FUND TO THE SECONDARY ROADS FUND

Whereas, $30,000 is budgeted to be transferred from the Road Construction Escrow Fund to the Secondary Roads Fund during the 2001-2002 fiscal year; and

Whereas, sufficient funds are available in the Road Construction Escrow Fund.

Therefore be it resolved that the Auditor is authorized to transfer $30,000 from the Road Construction Escrow Fund to the Secondary Roads Fund.

Motion by Thompson, second by Neuzil, to approve Resolution 09-20-01-T4.

RESOLUTION 09-20-01-T5

TRANSFERRING FROM THE RESERVOIR ROADS TRUST FUND TO THE SECONDARY ROADS FUND

Whereas, $100,000 is budgeted to be transferred from the Reservoir Roads Trust Fund to the Secondary Roads Fund during the 2001-2002 fiscal year; and

Whereas, sufficient funds are available in the Reservoir Roads Trust Fund.

Therefore be it resolved that the Auditor is authorized to transfer $100,000 from the Reservoir Roads Trust Fund to the Secondary Roads Fund.

Motion by Thompson, second by Neuzil, to approve Resolution 09-20-01-T5.

Motion by Harney, second by Neuzil, to approve and authorize the Chairperson to sign the change order for $125.00 for the jail to mount the electrical panel firmly to the roof.

Motion by Neuzil, second by Thompson, to approve and authorize the Chairperson to sign the change order for $950.00 to modify the ADA compliance to the front of the administration building.
